Every foreign traveler in Japan is delighted by the verdant forest-shrouded mountains that thrust skyward from one end of the island chain to the other. The Japanese themselves are conscious of the lush green of their homeland, which they sometimes refer to as "the green archipelago." Yet, based on its fragile geography and centuries of extremely dense human occupation, Japan today should be an impoverished, slum-ridden, peasant society subsisting on a barren, eroded moonscape characterized by bald mountains and debris-strewn lowlands. Conservation as a tool of colonialism in early twentieth-century Korea Japanese colonial rule in Korea (1905–1945) ushered in natural resource management programs that profoundly altered access to and ownership of the peninsula’s extensive mountains and forests. Under the banner of “forest love,” the colonial government set out to restructure the rhythms and routines of agrarian life, targeting everything from home heating to food preparation. Timber industrialists, meanwhile, channeled Korea’s forest resources into supply chains that grew in tandem with Japan’s imperial sphere. These mechanisms of resource control were only fortified after 1937, when the peninsula and its forests were mobilized for total war. In this wide-ranging study David Fedman explores Japanese imperialism through the lens of forest conservation in colonial Korea—a project of environmental rule that outlived the empire itself. This book discusses imaginary future generations and how current decision-making will influence those future generations. Markets and democracies focus on the present and therefore tend to make us forget that we are living in the present, with ancestors preceding and descendants succeeding us. Markets are excellent devices to equate supply and demand in the short term, but not for allocating resources between current and future generations, since future generations do not exist yet. Democracy is also not “applicable” for future generations, since citizens vote for candidates who will serve members of their, i.e., the current, generation. In order to overcome these shortcomings, the authors discusses imaginary future generations and future ministries in the context of current decision-making in fields such as the environment, urban management, forestry, water management, and finance. The idea of imaginary future generations comes from the Native American Iroquois, who had strong norms that compelled them to incorporate the interests of people seven generations ahead when making decisions.

The Montreal Process was formed to advance the development of internationally agreed-upon criteria & indicators for sustainable forest management. The Canadian commitment to this process is demonstrated by the development of a domestic set of seven criteria & indicators, six of this relate to forest conditions, attributes, functions, or benefits. When two of us (Jifi Kolbek, Miroslav Sriltek) were working in North Korea on the Czech Slovak field expeditions of the early 1990s, we did not think initially of comparing our results with the vegetation of surrounding areas or of writing a book. Our efforts mainly involved observing and documenting the vegetation as completely as possible and initial recognition of vegetation units. At first we focused on the most obvious vegetation types, but eventually also any important types that we could discern. Later we focused more on forests, since almost ali of northeastern Asia has forest potential and forests stiH do form the landscape matrix in most areas. First we studied suburban woods and forests, most of which are strongly affected by human activities. Later, though, we also had chances to visit and study lovely mountain regions, including Myohyang-san, Kumgang-san, Su jang-san, and the high, especially beautiful Changbai-shan on the border between North Korea and China. The Changbai-shan is the highest mountain system in the Korean Peninsula, including the highest peak Paektu-san. We gradually changed our goal from an evaluation of forest data from North Korea to comparison with available field data and literature sources from comparable surrounding areas. These include South Korea, the Russian Far East, northeastern China (Manchuria), and northem Japan, including the Kuril Islands. Finally we decided to prepare a preliminary survey of the forest vegetation of the Russian Far East and eventually of aII of northeastem Asia, which would be published in English.
