In 2010, the Latin American and Caribbean region showed great resilience to the international financial crisis and became the world region with the fastest-growing flows of both inward and outward foreign direct investment (FDI). The upswing in FDI in the region has occurred in a context in which developing countries in general have taken on a greater share in both inward and outward FDI flows. This briefing paper is divided into five sections. The first offers a regional overview of FDI in 2010. The second examines FDI trends in Central America, Panama and the Dominican Republic. The third describes the presence China is beginning to build up as an investor in the region. Lastly, the fourth and fifth sections analyze the main foreign investments and business strategies in the telecommunications and software sectors, respectively.

Despite an increase in manufacturing activity in Latin America and the Caribbean, the growth in value-added generated by exports of manufactures has been disappointing in most cases. In order to harness trade as a driving force of growth not only for the manufacturing sector but also natural resource-based ones and services, Latin America and the Caribbean should adopt more proactive, forward-looking national policies, concurrent with the rapidly changing world marketplace, under a strong alliance between the public and private sectors

This volume uses the study of firm dynamics to investigate the factors preventing faster productivity growth in Latin America and the Caribbean, pushing past the limits of traditional macroeconomic analyses. Each chapter is dedicated to an examination of a different factor affecting firm productivity - innovation, ICT usage, on-the-job-training, firm age, access to credit, and international linkages - highlighting the differences in firm characteristics, behaviors, and strategies. By showcasing this remarkable heterogeneity, this collection challenges regional policymakers to look beyond one-size-fits-all solutions and create balanced policy mixes tailored to distinct firm needs. This manual has been designed and written with the purpose of introducing key concepts and areas of debate around the "creative economy", a valuable development opportunity that Latin America, the Caribbean and the world at large cannot afford to miss. The creative economy, which we call the "Orange Economy" in this book (you'll see why), encompasses the immense wealth of talent, intellectual property, interconnectedness, and, of course, cultural heritage of the Latin American and Caribbean region (and indeed, every region). At the end of this manual, you will have the knowledge base necessary to understand and explain what the Orange Economy is and why it is so important. You will also acquire the analytical tools needed to take better advantage of opportunities across the arts, heritage, media, and creative services.

The economies of China and of the Latin America and the Caribbean region are the current global growth poles and, over the coming years, will grow twice or three times as quickly as the industrialised economies, which will have to adjust to slower growth and higher unemployment. The present juncture offers an opportunity to rethink global and regional partnership strategies and to put greater emphasis on South-South ties in trade, foreign direct investment FDI) and cooperation. In this document, the Economic Commission for Latin America and the Caribbean (ECLAC) posits that China and the Latin America and the Caribbean region now enjoy a sufficiently mature relationship and are poised to make a qualitative leap towards a mutually beneficial strategic alliance.
