The purpose of this investigation was: First, to determine the need for and advisability of providing and maintaining a shallow draft navigation channel from upstream docking areas on Folly River and Folly creek through Stono River Inlet and bar to the Atlantic Ocean off Charleston County. Second, to determine what, if any, other water and related land resource needs exist in the area. Third, to determine what management measures could be taken to address those needs. The studies in this report focus on the water and related land resource needs in the vicinity of Folly Island, South Carolina. This study also examines these local needs and tentative solutions in light of the needs of the surrounding Charleston County.

This report is the result of a small navigation study conducted at the request of Charleston County to explore the feasibility of dredging several shoals which have developed in Folly River and Stono Inlet and are hindering navigation there. The material contained in this report is organized to give the reader an understanding of: (1) the nature of the problems involved and the type of setting in which they occur; (2) the choices that were available in formulating different plans of solution; (3) how and why the selected plan was chosen; (4) the overall effect of the selected plan in various areas of concern. This report presents the results of investigations made to determine the engineering and economic feasibility of providing a shallow draft navigation project for Adams Creek, Charleston Country. South Carolina. The investigations include hydrographic surveys of the area and materials sampling form the shoals and proposed spoil areas, evaluations of historical changes in creek depth, estimates of shoaling rates, evaluation of commerce records, and estimates and comparison of cost of improvements for the selection and appointment of the best project plan. The District Engineer finds that shoaling conditions in Adams Creek, South CArolina, are causing annual damages as much as 8.9 times greater than the annual cost of providing a safe stable navigable channel. He recommends a Federal project for the creek which provides a channel 10 feet deep dredged to a 2-foot overdepth, and 80 feet wide from that depth in Bohicket Creek to a turning basin at Rockland, a distance of 1.45 miles. Initial dredging would be around 85,000 cubic yards. Local interests would provide a usable disposal area in the near vicinity constructed on a plot containing approximately 12 acres.
