In recent years, the concept of flexicurity has come to occupy a central place in political and academic debates regarding employment and social policy. It fosters a view in which the need for continuously increasing flexibility is the basic assumption, and the understanding of security increasingly moves from social protection to self-insurance or individual adaptability. Moreover, it rejects the traditional contradictions between flexibility and security, blending the two into a single notion and thus depoliticizing the relationships between capital and labour. This volume provides a critical discussion of the flexicurity concept, the theories upon which it is built and the ideas that it transmits about work, unemployment and social justice. It shows that flexicurity fosters the further individualization of social protection, an increase in precariousness and the further weakening of labour in relation to capital. The authors present a series of alternative theoretical, normative and policy approaches that provide due attention to the collective and political dimension of vulnerability and allow for the development of new societal projects based on alternative values and assumptions.

The European labour market models are at a crossroads. Almost all Western European countries have experienced a lack of job creation, productivity and growth for an extended period of time. There is a problem of unemployment overall, but most urgently for the young, for immigrants and for the disabled. There is a clear need for reform. This volume, Labour Markets at a Crossroads: Causes of Change, Challenges and Need to Reform, investigates a number of vital aspects of the European labour markets and the challenges they face. The chapters give new perspectives on how the different labour market models in Europe work, and what consequences they have. The contributing authors are academic scholars in economics, political science, sociology and economic history from a variety of European countries. This paper argues that Japan’s excessive labor market duality can reduce Total Factor Productivity (TFP) due to a negative impact on non-regular workers’ effort and on firms’ incentives to train them. On the basis of cross-country empirical evidence, the paper proposes some reform options. In particular, our analysis suggests that reducing the difference in employment protection between regular and non-regular workers would substantially reduce labor market duality in Japan. One reform consistent with these findings is the introduction of a Single Open Ended Contract for all newly hired workers. This reform could be complemented by a shift towards a model that combines labor market flexibility and security (“flexicurity”) and by policies aimed at encouraging wage growth.

Since its creation, the European Union (EU) has been a participant in the activities of other International Organisations (IOs) or has been working together with them. Still, little information is available on what this long-term involvement with(in) IOs means for International Relations and European Studies.
