Excerpt from Sixth Biennial Report of the Board of State Commissioners of Public Charities of the State of Illinois: Presented to the Governor November 1880 On or before the first day of November preceding each regular session of the general assembly, the trustees of each of the'state institutions named in this act shall make out and trans mit to the state commissioners of public charities, and they, if they find the same to be correct, shall deliver the same to the governor, a full and detailed report of all their transactions and doings for the two years ending on the thirtieth day of Sep tember immediately preceding, showing, for the two years, and for each of them, separately, the number of inmates admitted and-dis charged since their last report, the number then remaining in the institution, the average annual attendance, the receipts, disburse ments and expenditures of moneys and other funds, the valuation of property in the hands of the trustees, the amount of each appro priation or fund under their control, and the balance thereof remaining unexpended in their hands or in the treasury of the state. The reports required by this section shall be accompanied With a cash statement made by the treasurer of the institution, and with such other information, financial, statistical or otherwise, in such tabulated form as the commissioners of public charities may prescribe and require: Provided, that the said commissioners shall piescribe forms of statements as nearly uniform as may be practi cable for all the institutions, to the end that their accounts may be compared and consolidated for the information of the general as sembly: And, provided, further, that the said commissioners may call for and require special reports when, in their judgment, the public interest shall demand the same. Excerpt from Nineteenth Biennial Report of the Board of State Commissioners of Public Charities of the State of Illinois: Being a Statistical Record of the Public Charity Service for the Period July 1, 1904 to June 30, 1906, and Embracing Recommendations for the Period July 1, 1906 to June 30, 1908 Eighteen months of the two years covered in this biennial report passed during the service of a Board of Charities headed by Dr. Will iam Jayne of Springfield, as president. The other members were Mr. Ens1ey Moore of Jacksonville, Mr. A. S. Wright of Woodstock, the Reverend Father Edward A. Kelly of Chicago, and Dr. H. C. Fair brother of East St. Louis. Colonel J. Mack Tanner was the secretary. The biennial period was ended before all the present Board of Charities appointments were made, and before sustained constructive work could be undertaken. The great part of the statistical matter in this volume developed during the active service of the retiring commissioners.
