Fire departments large and small, eventually face the issue of apparatus replacement. Recently ISO (Insurance Service Organization) has altered apparatus performance standards. Department size or operational structure should have no effect on basic procedure. The Moline Fire Department noticed an amazing increase in maintenance costs on apparatus that 10 to 15 years ago were considered "state of the art" or "the cadillac" of the fire service. We also were "living" with the results of an unfortunate experience in the purchase of an ambulance. (You get what you pay for.) In preparing this study, the research involved appropriate review of available literature, gaining appreciation for the preparation involved in a project of this nature.
