Until about 1970, Western Europe was regarded as the great food-importing region of the world. Over the next 15 years it also became a major food exporter. This study, originally published in 1985, analyses the expansionary policies of individual nations, as well as those of the Community itself, which have helped produce this momentous reversal of Western Europe’s traditional role. The phenomenon in the international food market is reviewed within the context of the economic and political forces responsible for changes in Western European agriculture during the late 20th Century.

Apart from food and raw materials, agriculture can also provide ancillary benefits such as landscapes, biodiversity, cultural heritage and thriving rural communities. This book offers a state-of-the-art overview of strategies for sustainable management practices and their implementation through the adoption of suitable instruments. Such practices aim to sustain and support the multiple functions provided by agriculture and natural resources in the rural countryside. The authors explore the value of alternative governance structures and examine the design of policy models and institutional mechanisms for a range of different countries and agricultural methods. The empirical results allow them to identify successful examples as well as recognize practices which have failed. They can then transfer positive policies to geographical areas or production systems where effective and efficient strategies for the sustainable management of natural resources are urgently needed. In doing so, the authors hope to improve the design, identification and implementation of appropriate policy instruments to help sustain the rural economy in the future. They also aim to strengthen the establishment of markets for nature which overcome institutional constraints. This timely new book explores emerging perspectives on multifunctionality in agriculture and the rural environment. It will be widely read by academics, researchers and policymakers with an interest in agricultural and resource economics, environmental governance and sustainable development.

A topical, up-to-date and highly authoritative survey of the highly controversial debate around reform of the European Union's Common Agricultural Policy. The book begins with a critical assessment of the 1992 MacSharry reform and the 1994 GATT Uruguay Round. It looks to the likely impact of future reforms on the agricultural economy, on consumers and on the environment, in the light of future EU developments including enlargement and budget constraints and the forthcoming world Trade Organization negotiations of 1999. The postscript highlights the main issues likely to inform the CAP debate into the next millennium.

Poor nutrition, foodborne disease and lack of secure access to good food make an important contribution to the burden of disease and mortality in the WHO European Region. Better diets, food safety and food security will not only reduce or prevent suffering to individuals and societies but also help cut costs to health care systems and bring social and economic benefits to countries. People's chances for a healthy diet depend less on individual choices than on what food is available and whether it is affordable. Policies to benefit health through good food and nutrition must extend beyond the health sector to include sectors ranging from agriculture and food processing, manufacturing and trade to transport, retailing, catering and advertising. Food and nutrition policies should be coordinated so that public health is given due priority in the making of food policies by non-health sectors. This publication discusses in depth the components of food and nutrition policies and the evicence of supporting them. It higlights the urgent need for integrated, multisectoral food and nutrition policies to encourage the sustainable production of food, its safety and the provision of food of high nutritional quality for all. This book reveals how to create efficient institutions and coordinate policy on a transnational scale to ensure that European Union integration can best meet social needs. It offers a combined technocratic and humanist perspective on the discussion of public financial management. The state, as part of its public policy, should seek to preserve our social and environmental values, yet there are mounting imbalances in society which point to the growing role of the state in minimising them. Under such circumstances, it is worth reflecting on how new challenges could require updated, more complex formulas, to deal with crises in current times and for social and economic policy making by states and the European Union generally, which would ensure their compatibility with the world financial markets. The work offers an in-depth and unique performance analysis of European Union institutions compared to the national entities of EU Member States. It contributes to the ongoing debate on global public goods and the processes involved in managing their provision. Further, it discusses public finance management instruments, indicating their historical evolution in practice and their effectiveness measured with the Human Development Index. The author presents a proposal of how to manage global, European and national public goods across three areas: environmental protection, transnational infrastructure projects and social policy. The book analyses public financial management instruments used during the recent pandemic, making a distinction between regular and emergency instruments and assessing their effectiveness in specific economic situations. This will be of interest to researchers and students of economics and finance, as well as decision makers and practitioners from governments, international organisations and specific non-governmental organisations concerned with issues of public finance management.

The book explains functions, powers and composition of the EU's institutions, including the Council of Europe, the Council of Ministers, the College of Commissioners, the European Commission, the European Parliament, the Court of Justice of the European Union, the European Central Bank, the Court of Auditors and OLAF, and the Committee of Regions. After a historical overview of the attempts at EU institutional reform, three chapters examine how different institutions provide political direction, manage the Union and integrate interests.
