Excerpt from War Finance IN September, 1914, Mr. Lloyd George, then Chancellor of the Exchequer, stated that, as in the Napoleonic war, we should win in the end by our financial strength. Germany might get the first hundred millions as easily as Britain, but Britain had far greater staying power. It is not (he said) the first hundred millions that count, but the last. Excerpt from War and National Finance The articles which follow were written for The Round Table between the years 1912 and 1920. They all deal in one way or another with the effects of war on the financial and economic structure of this country and the British Empire. I make no claim to be a trained economist, and the articles were, all of them, written in the midst of a busy life and from a practical standpoint. I have thought it preferable, never theless, to leave them exactly as they were written, except for the omission of certain redundant passages. The reader must judge to what extent they correctly portrayed and predicted before, during and after the war the actual course of events. Excerpt from Financial Chapters of the War The purpose of this book is to describe clearly, and explain without technicality, the remarkable financial and economic episodes which have attended the European War. The general public understood perfectly, from the very first days of the conflict, that its economic results were certain to be as momentous as its political results. But the most experienced financiers were at loss to say beforehand what the financial character of the war would be. When it began, they found it equally impossible to measure the real significance of the first economic occurrences. It is hardly surprising, therefore, that the general public should have been unable to understand what had actually happened. Financial events were in fact so extraordinary and complicated as to leave the mind of many readers of the news in complete bewilderment. It is my hope that these chapters may serve to clear up that perplexity. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The War and Our Financial Fabric In order to build up my arguments I start from the foundation, and in the earlier chapters deal with the monetary problem and the general working of the banking system. These lead us into the region of dialectics and controversy and to a survey of the happenings during the crisis. I urge amongst other contentions that banks do not in the true connotation of the word create credit. If it be possible to convince ourselves that they do not create credit, that credit is a something existing prior to and independently of banking, it will, I think, make the gold reserve problem easier to solve. Excerpt from War Finance: As Viewed From the Roof of the World in Switzerland But slight introduction is needed for these letters from Europe, with succeeding notes, on War Finance. It was to get the causes underlying the European War that I visited England and the Continent in the autumn of 1914 and published early in 1915 The Audacious War dealing with the problems at the inception of the great conflict. It was to study the finance under the war, its probable duration and its financial and economic results, that I left home in July, 1918, and visited England, France, Switzerland, and the devastated region behind the battle front. I returned in October, bringing my letters and notes, because no such matter at that time could be expected to promptly pass the censorship. After publishing in the Boston News Bureau and The Wall Street Journal my observations from Switzerland, I was about to ask Washington permission to deal freely with our American supply bases, when it was announced that the censorship concerning such matters was lifted. I was therefore immediately free to give data that no other journalist had been in position in France to gather.
