"The Fishery Management Plan for the Salmon Fisheries in the EEZ off the Coast of Alaska (FMP) manages the salmon fisheries in the United States Exclusive Economic Zone (EEZ; 3 nautical miles to 200 nautical miles offshore) off Alaska. The North Pacific Fishery Management Council developed this FMP under the Magnuson-Stevens Fishery Conservation and Management Act (MSA). The FMP is being comprehensively revised to comply with the recent MSA requirements, such as annual catch limits and accountability measures, and to more clearly reflect the Council's policy with regard to State of Alaska management authority for commercial and sport salmon fisheries in the EEZ. This document provides decision-makers and the public with an evaluation of the environmental, social, and economic effects of alternative fishery management plans for the salmon fisheries in the EEZ and addresses the requirements of the National Environmental Policy Act and Executive Order 12866"--Abstract from Environmental Assessment; Portfolio comprised of three related PDF documents digitized and organized by: NOAA Office of Program Planning and Integration (PPI) National Environmental Policy Act (NEPA) staff.

"The proposed action is to Amend the Salmon Fishery Management Plan to provide a framework for specifying biological and management reference points and accountability measures (AMs) that will meet the requirements of the revised MSA and National Standard 1 Guidelines (NS 1Gs) to account for uncertainty in the fishery management process, reduce the probability of overfishing, and include clear and objective status determination criteria (SDC), while integrating with existing management processes and capabilities to the degree possible. No significant impacts are anticipated"--Cover letter; Portfolio comprised of three related PDF documents digitized and organized by: NOAA Office of Program Planning and Integration (PPI) National Environmental Policy Act (NEPA) staff.

This document evaluates alternatives to allow vessels with Federal Fisheries Permits (FFPs) to transit walrus protection areas at Round Island and Cape Peirce from April 1 through August 15 while tendering herring or salmon or delivering groundfish to trampers or processors. The purpose of this action is to maintain suitable protection for walruses on Round Island and Cape Peirce, restore access to vessels with FFPs serving as tenders for the northern Bristol Bay herring and salmon fisheries to the routes used by tenders before implementation of GOA FMP Amendment 83, to allow vessels delivering groundfish access to the route north of Round Island, and to reduce the likelihood of disturbance to walrus on Hagemeister Island and Cape Peirce. Alternatives include: 1) no action – vessels with FFPs remain excluded from the walrus protection area, 2) open portion of the Round Island walrus protection area to transit with three options of increasing distance and 3) open portion of the Cape Peirce walrus protection area to transit. Three transit options are considered under Alternative 2: 1) open up to 3 nm from Round Island, 2) open up to 4.5 nm from Round Island, and 3) open up to 6 nm from Round Island. The Council recommended Alternative 2, Option 1 and Alternative 3 as the Preferred Alternative. None of the alternatives analyzed, including the Preferred Alternative, are likely to result in significant impacts to the human environment of northern Bristol Bay, or to result in significant economic impacts to individuals or entities in northern Bristol Bay.

"This Environmental Assessment/Regulatory Impact Review/Final Regulatory Flexibility Analysis analyzes Amendment 34 which amends the Bering Sea and Aleutian Islands Crab Rationali zation Program to exempt additional recipients of crab quota share from Gulf of Alaska Pacific cod and pollock harvest limits, called sideboards. Sideboards apply to some vessels and license limitation program licenses that are used to participate in these fisheries. The North Pacific Fishery Management Council determined that these recipients demonstrated a sufficient level of historical participation in Gulf of Alaska Pacific cod or pollock fisheries and should be exempt from the Gulf of Alaska Pacific cod and pollock sideboards. This action is necessary to give these recipients an opportunity to participate in the Gulf of Alaska Pacific cod and pollock fisheries at historical levels. This final rule revises regulations governing exemptions from and calculations of sideboard harvest limits in the Gulf of Alaska Pacific cod and pollock fisheries and revises Tables 17 and 18 that establish the 20II - 2012 Gulf of Alaska ground fish harvest sideboard limits. To fully implement Amendment 34 NMFS will reissue Federal fisheries permits and license limitation program licenses to all participants that are affected by the action."--Cover letter; Portfolio comprised of three related PDF documents digitized and organized by: NOAA Office of Program Planning and Integration (PPI) National Environmental Policy Act (NEPA) staff.

"This action would amend the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area (FMP) and federal regulations related to the Amendment 80 Program to establish a process for the owners of Amendment 80 vessels to replace eligible trawl catcher/processor vessels. The action is necessary to rectify the currently untenable disagreement among the FMP, implementing regulations, and a recent Court Order (Arctic Sole Seafoods, Inc. v. Gutierrez, Case No. 07-1676MJP; May 19, 2008) that vacated the specific regulatory provisions that preclude vessel replacement"--Abstract from Environmental Assessment; Portfolio comprised of three related PDF documents digitized and organized by: NOAA Office of Program Planning and Integration (PPI) National Environmental Policy Act (NEPA) staff.

"Amendment 18 revises the description and identification of Essential Fish Habitat (EFH) for Pacific salmon, designates habitat areas of particular concern (HAPC), modifies the current information on fishing activities and potential measures to minimize their effects on EFH, and updates the list of fishing and non-fishing related activities that may adversely affect EFH and potential conservation and enhancement measures to minimize those effects. The action is consistent with the Pacific Coast Salmon Fishery Management Plan, the Magnuson-Stevens Act, and other applicable law. No significant impacts are anticipated"--Cover letter summary.
