While enter taining the highest regard for the ability and the work of both the late and the present chiefs I would fail in my duty to the Board if I did not again point out the inconsistency of the law, which makes this Bureau a part of the Board and at the same time withholds from the Board any authority over it. The work of inspection of animals and prevention of animal diseases should be under the control of this Board; that of the inspection of meat and of slaughterhouses more properly falls under the State Board of Health. I would recommend that the Board present to the Legislature a bill providing for such a division of the work.
