Commons governance is complex and polycentric, involving a range of actors, working at different scales with different concepts of ‘development’, and different types of power. Multi-stakeholder platforms (MSPs) have generated considerable attention as a way to address these tensions among multiple and overlapping decision-making centers operating on different administrative levels and scales. Yet establishing MSPs that effectively involve both community, government, and private sector actors is far from straightforward. This paper analyzes the Indian NGO Foundation for Ecological Security’s (FES) experience of strengthening polycentric governance through case studies of two MSPs in Gujarat and Odisha, at the block (subdistrict) level—a meso-level encompassing multiple communities situated around a commons landscape (hill range or small rivulet). By comparing local environments, institutional arrangements, stakeholder interactions, governance processes and the evolution of MSPs in the two states, it distills lessons on the tangible and intangible benefits of multi-stakeholder engagement, scale, and enabling conditions. We argue that the groundwork carried to build community level collective action supports effective polycentric governance of resources on the landscape level, especially through block-level MSPs that facilitate inter-community collaboration and learning, strengthening local voices and building trust between stakeholders over time. The cases also highlight that MSPs can evolve in different ways as the various actors interact and aim to influence the agenda. External actors like NGOs thus play an important role as facilitators and through mobilizing communities to help them claim their agency.

Increasingly flexible labour markets and reforms of old-age pension systems are still ranking high on the political agenda of European countries. This volume investigates whether, and to what extent, the interplay between pension reforms and the spread of 'atypical' employment patterns and fragmented careers has a negative influence uponeconomic security in old age. The volume, therefore, analyzes the flexibility-security nexus by focusing on the post-retirement phase, thus extending the conventional narrow concept of 'flexicurity'. The book also questions whetherreforms of public and private pension schemes compensate or aggravate the risks of increasingly flexible labor markets and atypical employment careers after retirement? Around this overarching research question, the various contributions in the volume employ the same analytical framework in order to map, and then compare, the developments in seven European countries - Denmark, Germany, Italy, the Netherlands, Poland, Switzerland, and the UK which present different labour market arrangements and various degrees of flexibility, as well as diverse pension systems.

The Midwest Book Review Despite its great importance, there are surprisingly few economic studies of the impact of climate on agriculture and how agriculture can adapt under a variety of conditions. This book examines 22 countries across four continents, including both developed and developing economies. It provides both a good analytical basis for additional work and solid results for policy debate concerning income distributional effects such as abatement, adaptation, and equity. Agriculture and grazing are a central sector in the livelihood of many people, particularly in developing countries. This book uses the Ricardian method to examine the impact of climate change on agriculture. It also quantifies how farmers adapt to climate. The findings suggest that agriculture in developing countries is more sensitive to climate than agriculture in developed countries. Rain-fed cropland is generally more sensitive to warming than irrigated cropland and cropland is more sensitive than livestock. The adaptation to climate change results reveal that farmers make many adjustments including switching crops and livestock species, adopting irrigation, and moving between livestock and crops. The results also reveal that impacts and adaptations vary a great deal across landscapes, suggesting that adaptation policies must be location specific. Finally, the book suggests a research agenda for the future. Economists in academia and the public sector, policy analysts and development agencies will find this broad study illuminating.
