Excerpt from The Fertilizer Situation: Letter From the Secretary of Agriculture, Transmitting in Response to a Senate Resolution of January 26, 1921, a Statement on the Fertilizer Situation in the United States If this report had been called for as of July 1920, before the break in fertilizer material prices due to the credit situation and the sub normal buying power, this department would have felt it necessary to report a doubt as to the sufficiency of the supply of a number of the fertilizer materials and to state that the prices then prevailing for many of the materials were high and practically prohibitive. With the situation which has since developed in Europe, in Japan, and in this country, a threatened shortage has been followed by an undoubted surplus and makes the situation difficult to handle. It is evident that the fertilizer manufacturers and importers did not follow the conditions of supply and demand as closely as they Were known to this department. It seems evident also that, if the department had had sufficient money to collect and publish informa tion as to stocks and probable demand by the farmers, it would have been helpful.
