The field of intergovernmental relations has changed substantially over the past five decades. It maintains a critical and evolving role in the US federal system as well as in public policy and administration. Building upon the legacy of Deil S.Wright’s scholarship, this collection of essays by distinguished scholars, emerging thought leaders, and experienced practitioners chronicles and analyzes some of the tensions and pressures that have contributed to the current state of intergovernmental relations and management. Although rarely commanding media attention by name, intergovernmental relations is being elevated in the public discourse through policy issues dominating the headlines. Many of these intergovernmental issues are addressed in this book, including health insurance exchanges under the now-threatened Affordable Care Act, and the roles of the federal, state, and local governments in food safety, energy, and climate change.Contributors interpret and assess the impacts of these and other issues on the future directions of intergovernmental relations and management. This book will serve as an ideal text for courses on intergovernmental relations and federalism, and will be of interest to government practitioners and civic and nonprofit organization leaders involved in public policy and management.

Little has been written about the New Deal's effect at the state level. How did the states act before the New Deal? Did the Roosevelt administration promote progressive policies on the state level? Did it destroy state initiative? Was it discriminatory? In what kinds of states did it seem to have the greatest impact, and why? What barriers were placed in the way of New Deal planning? Professor Patterson traces trends in state affairs and in American federalism between 1920 and 1940, focusing on the states in relation to the federal government. Though he pays attention to individual state variations, he searches for generalizations which explain the pattern instead of presenting a routine state-by-state survey. Originally published in 1969. The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books from the distinguished backlist of Princeton University Press. These editions preserve the original texts of these important books while presenting them in durable paperback and hardcover editions. The goal of the Princeton Legacy Library is to vastly increase access to the rich scholarly heritage found in the thousands of books published by Princeton University Press since its founding in 1905.

The importance of effective and well-planned presidential transitions has long been understood. The Presidential Transition Act of 1963 provided a formal recognition of this principle by providing the President-elect funding and other resources "To promote the orderly transfer of the executive power in connection with the expiration of the term of office of a President and the Inauguration of a new President." The Act received minor amendments in the following decades, but until 2010 all support providedwas entirely post-election. The Pre-Election Presidential Act of 2010 changed this by providing pre-election support to nominees of both parties. Its passing reinforced the belief that early transition planning is prudent, not presumptuous. The Romney Readiness Project was the first transition effort to operate with this enhanced pre-election focus. While Obama's re-election prevented a Romney transition from occurring, it is hoped that the content of this book can provide a valuable insight to future transition teams of both parties.

The history of Pakistan's nuclear program is the history of Pakistan. Fascinated with the new nuclear science, the young nation's leaders launched a nuclear energy program in 1956 and consciously interwove nuclear developments into the broader narrative of Pakistani nationalism. Then, impelled first by the 1965 and 1971 India-Pakistan Wars, and more urgently by India's first nuclear weapon test in 1974, Pakistani senior officials tapped into the country's pool of young nuclear scientists and engineers and molded them into a motivated cadre committed to building the 'ultimate weapon.' The tenacity of this group and the central place of its mission in Pakistan's national identity allowed the program to outlast the perennial political crises of the next 20 years, culminating in the test of a nuclear device in 1998. Written by a 30-year professional in the Pakistani Army who played a senior role formulating and advocating Pakistan's security policy on nuclear and conventional arms control, this book tells the compelling story of how and why Pakistan's government, scientists, and military, persevered in the face of a wide array of obstacles to acquire nuclear weapons. It lays out the conditions that sparked the shift from a peaceful quest to acquire nuclear energy into a full-fledged weapons program, details how the nuclear program was organized, reveals the role played by outside powers in nuclear decisions, and explains how Pakistani scientists overcome the many technical hurdles they encountered. Thanks to General Khan's unique insider perspective, it unveils and unravels the fascinating and turbulent interplay of personalities and organizations that took place and reveals how international opposition to the program only made it an even more significant issue of national resolve.
