Dissatisfaction with current farm programs stems from a variety of factors, including the high government costs of these programs. Policymakers have many reasons for recommending changes. These programs have resulted in excess production and large storage programs, acreage reduction programs, direct payments, and subsidies to export markets. Many policymakers conclude that current programs are not redistributing income in an appropriate manner or may not be needed to redistribute income. As a result, many methods for cutting government costs and redistributing benefits have been suggested . This bulletin explains three of the most frequently discussed: capping payments, targeting benefits to certain groups, and decoupling program payments from production.
