Despite evidence that government performs well in several domains, a narrative in western countries of its poor performance remains. Scholars sometimes refer to these persistent negative perceptions in the presence of countervailing evidence or without supporting evidence as anti-public sector bias. However, not all studies find evidence of this bias, indicating a factor is moderating the effect. To show that context matters, I explore a different type of context, perception of fairness of the organization's actions or decisions. I test in three studies whether an organization's actions or decisions being perceived as unfair causes citizens to be more likely to exhibit anti-public sector bias. Combining two policy theories, interest group theory and social construction framework, with a theory of justice rules and overall fairness, this dissertation develops a framework and tests several resulting propositions. This dissertation tests these propositions using three online survey experiments that manipulate the sector along with justice rules, distribution of benefits, distribution of burdens, and social construction. The first experiment tests this relationship by manipulating distribution of benefits and distribution of burdens. The second experiment further tests this relationship between fairness and anti-public sector bias by manipulating the social constructions/perceived deservingness of the target population. The third experiment manipulates the violation of a distributive justice rule, need. I ask each experiment respondent to evaluate the performance of the fictional organization. Then I test if the effect of sector on perceived performance (anti-public sector bias) differs between fair and unfair organizations.

The aim of the study is to explore the challenges of implementing pay for performance in the federal government by assessing perceptions of fairness in a federal agency's merit pay system. Analysis of data collected from the U.S. Securities and Exchange Commission, agency stakeholders, and semi-structured interviews from experts, agency stakeholders, and employees revealed that fairness and equity concerns related to diversity exist as well as other implementation challenges. Study results support prior research on the shortcomings of pay for performance in the public sector; however, this study expands pay for performance literature by exploring its impact on a diverse workforce. Future research is needed to explain why differences in performance ratings and pay exist among employee groups and if these differences have a significant long-term effect on the federal workforce.

Perceptions of performance management in the South African Public Sector was characterised by high levels of unfairness owing to a bias in favour of those individuals that can write essays well. This study explored the relationship between Turkish district governors' public service motivation (PSM) levels, fairness perceptions of their performance appraisals, and their job satisfactions. The researcher employed bivariate correlation and multiple regression analysis to find out the relationships between variables. The directions and strengths of the relationship between public service motivation and distributive, procedural, and interactional fairness perceptions were different from each other. The findings indicated that procedural fairness perceptions have a strong positive relationship with PSM levels of Turkish district governors, distributive fairness perceptions have a weak negative relationship, and interactional fairness perceptions have statistically no significant relationship with the PSM levels of Turkish district governors. Furthermore, this study indicated no significant relationship between Turkish governors' PSM levels and their job satisfactions. Another important finding of this study was that district governors in the higher ranks were more committed to public values, more sympathetic to underprivileged, and were more willing to sacrifice their self -benefits for the well-being of community. Based on these findings, policy implications and future research areas were discussed at the end of the study.
