Reviews the current programs that provide export working capital (EWC) for small- & medium-sized enterprises. This report: (1) describes Federal & state approaches for providing EWC, (2) assesses Federal efforts to harmonize the EWC programs of the Eximbank & the SBA, (3) discusses issues associated with increasing the number of cooperative agreements with lenders & devolving greater responsibility for EWC programs to the states, & (4) examines the potential implications of transferring SBA's EWC program to Eximbank.
