This book contains the papers presented at the 14th International Conference on Field Programmable Logic and Applications (FPL) held during August 30th- September 1st 2004. The conference was hosted by the Interuniversity Micro- Electronics Center (IMEC) in Leuven, Belgium. The FPL series of conferences was founded in 1991 at Oxford University (UK), and has been held annually since: in Oxford (3 times), Vienna, Prague, Darmstadt, London, Tallinn, Glasgow, Villach, Belfast, Montpellier and Lisbon. It is the largest and oldest conference in reconfigurable computing and brings together academic researchers, industry experts, users and newcomers in an informal, welcoming atmosphere that encourages productive exchange of ideas and knowledge between the delegates. The fast and exciting advances in field programmable logic are increasing steadily with more and more application potential and need. New ground has been broken in architectures, design techniques, (partial) run-time reconfiguration and applications of field programmable devices in several different areas. Many of these recent innovations are reported in this volume. The size of the FPL conferences has grown significantly over the years. FPL in 2003 saw 216 papers submitted. The interest and support for FPL in the programmable logic community continued this year with 285 scientific papers submitted, demonstrating a 32% increase when compared to the year before. The technical program was assembled from 78 selected regular papers, 45 additional short papers and 29 posters, resulting in this volume of proceedings. It is widely acknowledged that the cost of validation and testing comprises a s- nificant percentage of the overall development costs for electronic systems today, and is expected to escalate sharply in the future. Many studies have shown that up to 70% of the design development time and resources are spent on functional verification. Functional errors manifest themselves very early in the design flow, and unless they are detected up front, they can result in severe consequence- both financially and from a safety viewpoint. Indeed, several recent instances of high-profile functional errors (e. g. , the Pentium FDIV bug) have resulted in - creased attention paid to verifying the functional correctness of designs. Recent efforts have proposed augmenting the traditional RTL simulation-based validation methodology with formal techniques in an attempt to uncover hard-to-find c- ner cases, with the goal of trying to reach RTL functional verification closure. However, what is often not highlighted is the fact that in spite of the tremendous time and effort put into such efforts at the RTL and lower levels of abstraction, the complexity of contemporary embedded systems makes it difficult to guarantee functional correctness at the system level under all possible operational scenarios. The problem is exacerbated in current System-on-Chip (SOC) design meth- ologies that employ Intellectual Property (IP) blocks composed of processor cores, coprocessors, and memory subsystems. Functional verification becomes one of the major bottlenecks in the design of such systems.

Changes in the present challenge us to reinterpret the past, but historians have not yet come to grips with the convergence of computing, media, and communications technology. Today these things are inextricably intertwined, in technologies such as the smartphone and internet, in convergent industries, and in social practices. Most focus on the period 1945 to 1960, the era in which the first electronic digital computers were created and the computer industry began to develop.
