When the Liberal Party reached power in Panama in 1912 it started a period that lasted until 1941. A period in which Panamanians, due to the special circumstances under which the country became independent, the presence of the United States, and of thousands of foreign workers in its territory, began to doubt and asked themselves if they were truly independent. The American presence impacted politics and a sense of inferiority developed because people believed that nothing could be accomplished without the blessings of the United States. In the middle of chaotic political scene and self-doubt, the country retreated to its Hispanic past and began an effort to Hispanize in the face of so much foreign presence and influence, and tried to show the world that Panama was an independent country with history and traditions, and not an appendage of the United States. Belisario Porras, who became president in 1912, emphasized the Hispanic past and built statues to Balboa and Cervantes. Acción Comunal, founded in 1923, promoted nationalism and criticized the corrupt nature of politics. It led a successful campaign against the 1926 Treaty and a coup in 1931. This new generation repudiated the generation that made the 1903 Treaty. “Panama for Panamanians” became one of the catch phrases for the Panamanian youth of the 1920’s and 1930’s, which found in the brothers Harmodio and Arnulfo Arias the leading exponents.

Justice has been the dominant cultural framework of people in the West for two centuries, ever since the rise of constitutional democracies. Consciously or not, most people in the West have a strong awareness of right and wrong. Their sense of morality is generally rooted in an obligation to the rule of law. In democratic societies, the rule of law ultimately relies on constitutional documents ratified by a widely-accepted process of development and implementation. For millennia, honor has been the dominant cultural framework of most people in the East and Middle East. Here, people know that speech and behavior display respect or disrespect. While pervasive in all relationships, honor and shame are most important in the family, extended family, and local community. In the East, honor is not necessarily an internal feeling, as it is in a justice culture. Honor is more often an external attribution bestowed by others rather than claimed by oneself. Harmony is prevalent globally in indigenous cultures. Many indigenous peoples do not distinguish between the supernatural and natural worlds. All aspects of life are connected. Interactions with spirit beings are the key to maintaining harmony in order to be secure. Reciprocity is a common cultural framework in the Global South. Here, one learns to develop connections with the right people in given circumstances for needed resources. These connections may or may not be characterized as “friendships” and provide not so much close friendships as reciprocal exchange. In some places, reciprocity is the means whereby one survives.

Understanding people, whether "knowing the other" or "knowing oneself, is not the kind of straightforward task with which military trainers and leaders are familiar. In fact, we often attempt to avoid the problem all together and look for technological solutions to human problems. This is in part a natural consequence of the U.S. military having held a decisive technical and industrial advantage on the battlefield for the past century. Yet in this advantage lies a corresponding weakness when faced with problems that cannot be solved by technology. Although our theory of war emphasizes that the human dimension of war is the most critical element, we often fail to sufficiently account for it in our training and planning. At the core of understanding people is culture, a concept that is both useful and ambiguous. In order to overcome our natural aversion to ambiguity and uncertainty, we must admit that a deliberate and persistent effort is required to develop competence in the art of understanding people through culture. This guidebook, an important step in adopting such a methodical approach to culture in operations, presents an evolutionary approach to understanding the human dimension. The concepts and skills presented here under the umbrella of Culture General provide leaders, trainers, and educators a pragmatic toolkit to prepare service members for global employment. The absolute diversity of spoken languages in the world, estimated to be around 6,900 by some methods, and cultures guarantee that no nation's military will ever be perfectly prepared to operate in foreign environments. Nonetheless, the deliberate application of Culture General knowledge and skills to specific cultures and regions will produce forces as prepared as possible to deal with the complexities of the current operating environment both as individuals and as units.We should take satisfaction in the idea that this guidebook positions us well to extend the Culture General approach more broadly across the services.
