Humanitarian military intervention and muscular peace operations have been partially effective in recent years in saving thousands of lives from the Balkans to Haiti to Somalia to Cambodia to Mozambique. However, success has often been mitigated by the international community's unwillingness or inability to quickly send enough forces capable of dealing with a situation decisively. In other cases, the international community has essentially stood aside as massive but possibly preventable humanitarian tragedies took place — for instance, in Angola and Rwanda in the mid-1990s and in Congo as this book goes to press. Sometimes these failures have simply been the result of an insufficient pool of available military and police forces to conduct the needed intervention or stabilization missions. In this timely new book, Michael O'Hanlon presents a blueprint for developing sufficient global intervention capacity to save many more lives with force. He contends, at least for now, that individual countries rather than the United Nations should develop the aggregate capacity to address several crises of varying scale and severity, and that many more countries should share in the effort. The United States' role is twofold: it must make slight redesigns to its own military and, even more important, encourage other nations to join it in this type of intervention, including training and support of troops in countries, such as those in Africa, that are willing to take the necessary steps to prevent humanitarian disaster but lack the resources.

As of September 2017, the United Nations alone deployed 110,000 uniformed personnel from 122 countries in fifteen peacekeeping operations worldwide. Soldiers in these missions are important actors who not only have considerable responsibility for implementing peace and stability operations but also have a concomitant influence on their goals and impact. Yet we know surprisingly little about the factors that prompt soldiers' behavior. Despite being deployed on the same mission under similar conditions, various national contingents display significant, systematic differences in their actions on the ground. In Military Cultures in Peace and Stability Operations, Chiara Ruffa challenges the widely held assumption that military contingents, regardless of their origins, implement mandates in a similar manner. She argues instead that military culture—the set of attitudes, values, and beliefs instilled into an army and transmitted across generations of those in uniform —influences how soldiers behave at the tactical level. When soldiers are abroad, they are usually deployed as units, and when a military unit deploys, its military culture goes with it. By investigating where military culture comes from, Ruffa demonstrates why military units conduct themselves the way they do. Between 2007 and 2014, Ruffa was embedded in French and Italian units deployed under comparable circumstances in two different kinds of peace and stability operations: the United Nations Interim Force in Lebanon and the NATO mission in Afghanistan. Based on hundreds of interviews, she finds that while French units prioritized patrolling and the display of high levels of protection and force—such as body armor and weaponry—Italian units placed greater emphasis on delivering humanitarian aid. She concludes that civil-military relations and societal beliefs about the use of force in the units' home country have an impact on the military culture overseas, soldiers' perceptions and behavior, and, ultimately, consequences for their ability to keep the peace.

In August 1995, NATO intervened militarily for the first time in Bosnia. At the time, few could have envisaged that a decade later NATO would be deploying over 10,000 troops to Afghanistan, training Iraqi military forces in Baghdad and increasing its political and military cooperation with the Gulf Cooperation Council (GCC). As a region, the Greater Middle East is viewed by the West as an area of concern in terms of issues such as WMD proliferation; terrorism; interstate conflict; failed states; immigration; and civil war. Therefore, European and North American leaders and populations have a strong strategic self-interest in promoting security in the Greater Middle East. NATO’s largest and most important mission in the Greater Middle East is in Afghanistan—the first mission of its kind outside Europe. NATO’s involvement there began when it took over command of the UN-mandated International Security and Assistance Force (ISAF). In Iraq, NATO has now taken on its first formal role—a military training mission outside Baghdad, while the Alliance has also taken on missions providing relief and assistance in earthquake-effected Pakistan and in the troubled Darfur region of Sudan. NATO has launched the Istanbul Cooperation Initiative (ICI), to expand dialogue and provide a forum for practical cooperation between NATO and the countries of the Gulf region. NATO began by offering ICI membership to the countries of the GCC. The offer was initially accepted by Bahrain, Qatar and Kuwait, while the UAE followed in June 2005. The story of NATO’s involvement in the Greater Middle East over the past decade is one of increasing activity, which points to a potentially significant future role in the region. It would be naïve, however, to conclude that NATO’s growing involvement in the region is a linear or irreversible trend. Many of the missions undertaken so far are quite limited in scope and have all led to serious controversy among NATO members. There is still no consensus within the Alliance on the precise role it should play in the Greater Middle East and on major challenges that must be met if NATO’s role is to continue to grow.
