James Charlton has produced a ringing indictment of disability oppression, which, he says, is rooted in degradation, dependency, and powerlessness and is experienced in some form by five hundred million persons throughout the world who have physical, sensory, cognitive, or developmental disabilities. Nothing About Us Without Us is the first book in the literature on disability to provide a theoretical overview of disability oppression that shows its similarities to, and differences from, racism, sexism, and colonialism. Charlton's analysis is illuminated by interviews he conducted over a ten-year period with disability rights activists throughout the Third World, Europe, and the United States. Charlton finds an antidote for dependency and powerlessness in the resistance to disability oppression that is emerging worldwide. This report presents results of research conducted under Transit Cooperative Research Program (TCRP) Project B-21, "Effective Approaches to Meeting Rural Intercity Bus Transportation Needs." The project identified strategies for initiating, preserving, and enhancing effective rural intercity bus transportation. To identify recent projects and to identify barriers or issues affecting implementation, the research effort included surveys of state rural transit program managers, state rail program managers, and intercity bus carriers. The report includes three parts. Part I contains a review of recent developments affecting the intercity bus industry, an overview of potential funding sources, and a review of barriers to implementation of rural intercity projects. Part II provides strategies for rural intercity service improvements, including methods of identifying intercity carriers and services, planning, program development, operating assistance, capital assistance, marketing assistance, and combining approaches. Each strategy is described, and implementation examples are presented. Part III presents 50 project descriptions based on additional survey interviews with project contacts.

Transportation conformity is required under the Clean Air Act (CAA) Section 176(c) to ensure that Federally-supported transportation activities are consistent with (“conform to”) the purpose of a State Implementation Plan (SIP). Transportation conformity establishes the framework for improving air quality to protect public health and the environment. Conformity to the purpose of the SIP means Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) funding and approvals are given to highway and transit activities that will not cause new air quality violations, worsen existing air quality violations, or delay timely attainment of the relevant air quality standard, or any interim milestone. This Guide was prepared to help State and local officials understand transportation conformity and how conformity requirements relate to transportation investments in their communities. Specifically, the implications of conformity on metropolitan transportation plans, transportation improvement programs (TIPs), and transportation projects are discussed. The Guide provides overview information on the major elements of the conformity process and provides answers to basic questions. Several exhibits are included in the Guide to illustrate key elements of the conformity process. Appendices are also included that discuss the health effects of pollutants, options to reduce on-road mobile source emissions, and resource agency contacts.
