The diversion decision process was used to determine the timing of traffic diversion and signal timing alterations on the diversion routes in an effort to reduce total network delay. A case study was used to evaluate the effectiveness of VMS compared to a baseline scenario and other diversion decisions based on experience. For the case study used, VMS reduced total delay by 21 percent over baseline conditions and 17 percent reduction in total delay compared to other diversion decision processes.

It has been perceived that the travelers do not respond to the incident messages on the dynamic message signs in the Las Vegas area in Nevada. The objective of the study is to evaluate whether dynamic message signs (DMS) in the Las Vegas freeway systems have been effective in distributing incident/traffic information. Specifically, this study investigates whether incident/traffic information can be distributed to the motorists in a timely manner: at the right time and at right location and in the right format. A literature review is conducted to see how dynamic message signs have been used effectively in other cities in the U.S. A tour to the traffic management center, the Freeway and Arterial System of Transportation (FAST) is made to observe the operations of DMSs. The performance of DMSs in providing traffic information to allow travelers to take alternative route is evaluated based on comparing the congestion progression and the activation of DMSs. A survey to travelers in the Las Vegas area is also conducted. Based on the investigations, it is concluded that (1) incident information should be provided earlier; (2) more relevant information on incident should be provided; and (3) more reliable information should be provided. Based on the conclusions, it is recommended (1) developing a computer aid system for using dynamic message signs in traffic management, (2) improving on the messages on incidents provided on DMS, (3) improving the reliability of travel time information provided on DMS, (4) improving the data system in incident management in FAST, and (5) conducting a study on locating the DMSs on the Las Vegas network.

This project investigated the use of Intelligent Lane Control Signs based Active Traffic Management for Incident Management on a heavily traveled urban freeway. The subject of the research was the ILCS system on I-94 westbound in downtown Minneapolis. This location was selected because of the frequency of capacity reducing incidents occurring in this freeway segment. This research aimed to evaluate and quantify the effect the system has on drivers, specifically on inducing/directing a desirable lane selection behavior. The strength of various uses of the tool in managing traffic during incidents is explored instead of a general level of success in improving traffic. To achieve this goal, the centerpiece of this research was the comparison and modeling of the lane change rates under different strategies. This was a difficult task because all lane changes in the target freeway section had to be detected and geolocated. The research followed two main thrusts. The first was a detailed analysis of 28 incident events selected among approximately 481 events on record between 2012 and 2013. The second thrust was a statistical analysis testing a number of hypotheses prompted by questions proposed by the project Technical Advisory Panel. In general, it can be concluded that the use of ILCS for incident management has a significant effect on driver behavior and specifically in prompting proper lane selection under capacity reducing incidents.
