Public Employment Services are confronted with the ever-changing world of work from various angles: as organisation, as employer and as key actor on the labour market. How do other Public Employment Services (PES) solve problems? What is the secret of their success? Can I learn from the others and transfer successful practices? PES try to find answers on these questions through “Benchlearning”. Comparing performance, benchmarking, was the main subject of the initial discussions in the Network of Heads of PES going back to the 1998s. Over time, the focus moved to mutual learning and the exchange of good practices across Europe. Benchlearning combines these two main elements. It is about interlinking benchmarking and mutual learning. In more detail: The PES Network Decision defines Benchlearning as “process of creating a systematic and integrated link between benchmarking and mutual learning activities that consists of identifying good performances through indicator-based benchmarking systems [...] and of using findings for tangible and evidence-informed mutual learning activities, including good or best practice models”. ABOUT AUTHORS Fons Leroy was the chief executive officer of VDAB, the Flemish Public Employment Service, and current Chair of the European Network of Public Employment Services. Lenka Kint was from 2011 to 2017 Executive Sercetary at WAPES, the World Association of Public Employment Services, and is currently Strategic accountmanager International Relations at VDAB. Martina Winkler is a Seconded National Expert from the German Federal Employment Agency to the EU Commission, working in the PES Network Secretariat on the Benchlearning initiative.

The objective of this draft paper is to provide an overview of the main short and medium-term challenges and strategies for PES to tackle current issues linked to COVID-19. In the short-term this concerns the implementation of short-time work and similar schemes, the reorganisation of work processes within the PES and the organisation of service delivery to jobseekers and employers. In the short to medium-term the challenges PES face are linked to the recession (including coping with rising unemployment, bringing people back into work, offering young people potential solutions, avoiding the crowding out of older workers and vulnerable groups, and handling rising benefit claims). In the medium term they relate to adjusting to structural changes within the economy. The paper begins by giving an overview of the main labour markets trends (section 1) and possible economic restructuring assumptions (section 2). It then looks into PES responses to short and medium-term challenges (section 3). Regarding section 3 in particular, information from PES was available through a survey conducted among members of the Working Group (WG) on New forms of work and via webinars organised by the PES Network. Updates were provided by WG members until 9 November 2020. Section 4 contains conclusions.

This paper reports the main findings from a PES Network Working Group on Partnership Management. Leroy and Struyven (2014) noted that 'all PES have limited human and financial resources and cannot carry out each single aspect of their broad range of tasks on their own. Consequently, the position of many PES is evolving from a public monopoly to a multi-sector system in which an increasing number of partnerships are established'. The Working Group found that the further evolution of the labour market since the above study has significantly reinforced the development of PES partnerships. Changes in the world of work, with the 4th Industrial Revolution driven by rapid technological change, has fundamentally altered the relationship between PES and their customers, and other partners. Member States' PES are dealing with growing expectations from some customers for digital services, with technological advances enabling the provision of more bespoke customised support for jobseekers. To take full advantage of these developments, PES must supplement their internal customer and labour market information with data drawn from a number of other institutional sources. PES are also increasingly required to assist new customers from those vulnerable groups farthest from integration, providing support services as called for in the Council Recommendations on long-term unemployment and the Youth Guarantee. Supporting these clients towards employment requires PES to work with a variety of other social and educational support providers in order to offer holistic services.
