An Environmental Impact Assessments (EIA) is a procedure for evaluating the impact of proposed activities on the environment. In modern Africa, EIAs are a growing reality and a matter of law in 22 sub-Saharan African countries. This volume examines various aspects of EIA legislation in these countries, including: definitions and prescribed activities; public participation and consultation; the review process and the quality of EIA reports; monitoring and enforcement; compatibility; and transboundary issues. It highlights the role and degree of public participation for the further development of EIA law and policy.

C.O.OKIDl1 I welcome the opportunity to prepare a Foreword to the book on Environmental Policy and Law in Africa, edited by Kevin R. Gray and Beatrice Chaytor. It is a pleasure to do that because the book is a contribution to the cause of capacity building for development and implementation of environmental law in Africa, a goal towards which I have had an undivided focus over the last two decades. There is still some belief in and outside Africa that for developing countries in general, and Africa in particular, development and implementation of environmental law is not a priority. This belief prevails strongly in many quarters of the industrialised countries. In fact, the view is held either out of blatant ignorance or by some renegade industrialists who fail to appreciate Michael Royston's 1979 thesis that Pollution Prevention Pays.2 That group, for obvious reasons, must have their correspondent counterparts in Africa to provide hope that industries rejected as derelict in the West or inoperable due to rigorous environmental regulation, can find homes to which they can escape and dump their polluting industries.

The Academy is an institution for the study and teaching of public and private international law and related subjects. Its purpose is to encourage a thorough and impartial examination of the problems arising from international relations in the field of law. The courses deal with the theoretical and practical aspects of the subject, including legislation and case law. All courses at the Academy are, in principle, published in the language in which they were delivered in the "Collected Courses of the" "Hague Academy of International Law." This volume contains: - A Common Inheritance? An Examination of the Private International Law Tradition of the Commonwealth by D. McCLEAN, Professor at the University of Sheffield, - The Contribution of International Trade Law to the Development of International Law by D.M. McRAE, Professor at the University of Ottawa, - La conservation et la gestion des ressources de l'Antarctique, par F. FRANCIONI, professeur a l'Universite de Sienne. The "European Yearbook" promotes the scientific study of European organisations and the Organisation for Economic Co-operation and Development. Each volume contains a detailed survey of the history, structure and yearly activities of each organisation and an up-to-date chart providing a clear overview of the member states of each organisation. In addition, a number of articles on topics of general interest are included in each volume. A general index by subject and name, and a cumulative index of all the articles which have appeared in the "Yearbook," are included in every volume and provide direct access to the "Yearbook"'s subject matter. This book on the climate change, natural resources, landscape and agricultural ecosystems describes the contributing challenges related to natural resources, soil erosion, irrigation planning, water, landscape, sustainable crop yield agriculture and biomass estimation. Natural resources and agricultural ecosystems include factors from nearby regions where landscape and agriculture practices (direct or indirect) interface with the water, vegetation, irrigation planning and ecology. Changes in climatic situations impact all the natural resources, ecology, and landscape of agricultural systems, which affects productivity. This book summarizes the various aspects of soil erosion, soil compaction, soil nutrients, aquifer and water with respect to vegetation, crops, pest and sustainable yields and management for the future. It also focuses on the use of precision techniques, remote sensing, GIS technologies, IOT and climate related technology for the sustainability of ecology, natural resources and agricultural areas, along with the capacity and flexibility of natural resources and agricultural societies under climate change. This book presents both theoretical and applied aspects and will help as a guide for future research. The contents will appeal to researchers, scientists, and NGOs working in climate change, environmental sciences, agriculture engineering, remote sensing, natural resources management, remote sensing, GIS, hydrologist, soil sciences, agricultural microbiology, plant pathology and agronomy.
