Researchers and agencies collect reams of objective data and authors publish volumes of subjective prose in attempts to explain what is meant by environmental quality. Still, we have no universally recognized methods for combining our quantitative measures with our qualitative concepts of environ ment. Not all of our environmental goals should be reduced to mere numbers, but many of them can be; and without these quantitative terms, we have no way of defining our present position nor of selecting positions we wish to attain on any logically established scale of environmen tal values. Stated simply, in our zeal to measure our environment we often forget that masses of numbers describing a system are insufficient to understand it or to be used in selecting goals and priorities for expending our economic and human resources. Attempts at quantitatively describing environmental quality, rather than merely measuring different environmental variables, are relatively recent. This condensing of data into the optimum number of terms with maximum information content is a truly interdisciplinary challenge. When Oak Ridge National Laboratory initiated its Environmental Program in early 1970 under a grant from the National Science Foundation, the usefulness of environmental indicators in assessing the effects of technology was included as one of the initial areas for investigation. James L. Liverman, through his encouragement and firm belief that these indicators are indispensable if we are to resolve our complex environmental problems, deserves much of the credit for the publication of this book.

The U.S. Senate has been investigating case histories on the workings of the commodities markets, to ensure well-functioning markets with market-based prices, effective hedging tools, and safeguards against market manipulation, conflicts of interest, and excessive speculation. This is the report of an investigation of the recent rise of banks and bank holding companies as major players in the physical markets for commodities and related businesses. It presents case studies of three major U.S. bank holding companies, Goldman Sachs, JPMorgan Chase, and Morgan Stanley, that over the last decade were the largest bank holding company participants in physical commodity activities. The report shows how the tradition of separating banks from commerce is eroding, and along with it, protections from risks and potentially abusive conduct. It also shows how the Federal Reserve has taken insufficient steps to address this problem. Tables and figures. This is a print on demand report.

International experts in the field of oil spill response, including reprsentatives from 26 NATO countries, participated in a workshop in Canada to discuss their experience in the development and application of current and emerging technologies for oil spill response in the marine environment. These presentations which form the basis of chapters in this book provide a practical viewpoint of methods used to deal with oil spills under the variety of environmental conditions found in the marine environment. In particular, focus is given to the evaluation of oil spill countermeasures for use under arctic conditions in light of anticipated regional increases in marine traffic (e.g. Northwest Passage) and industrial activities (e.g. offshore oil and gas exploration) in the future. This book provides a timely international perspective on applied research and development, technology transfer, and “lessons learned” from field trials and actual case studies associated with recent spill events. Topics include Preparedness/Contingency Planning, (Eco-terrorism); Oil Spill Fate and Transport (Environmental Persistence, Remote Sensing, modelling, Biodegradation), Biological Effects (Environmental Effects Monitoring and Environmental Risk Assessment); and Operational Response (Containment/Recovery Treating Agents, Shoreline Cleanup, In-situ Burning, Emerging Response Strategies). This book provides a synopsis as to the methods currently employed to deals with spills and an insight on future technologies under development.
