Corporatism, as a particular form of the representation of interests within the state apparatus of contemporary societies has been one of contemporary political science's most popular objects of analysis. The concept itself focuses on the character of interest-based associations and the type of relationship that they established with the State. From this perspective, corporatism's distinctive trait is the existence of non-competitive, compulsory associations that are hierarchically ordered and functionally differentiated, recognised, authorised or even created by the State, which acquire a deliberate monopoly over representation within their category, in exchange for which they are expected to comply with certain control over the choice of leadership and the articulation of demands. A distinction has been made between 'societary corporatism' and 'state corporatism'. The former refers to a situation in which the typical form of organisation for the representation of interests flows from the social groups which have been able to impose themselves on the State, thus gaining recognition as privileged interlocutors. However, when the characteristics of these organisations as well as their recognition or their very creation has been imposed by the State upon social groups and classes, we can speak of 'State corporatism'. The chapters in this book analyse the Brazilian economy during several periods illustrating different governmental attitudes towards the economy in times of prosperity and crisis. Primarily, these attitudes are either free market or regulatory.

This book re-examines the relationship between development strategy and political regime in twentieth-century Brazil. The first part of the study examines the beginning in the 1920s and 1930s of the centralized regime and state-centered development model later challenged in the 1980s, taking into account the economic and political role of Sao Paulo relative to the federal government. The analysis provides a distinctive account of the regime ruling Brazil from the 1930s through the 1980s. The second part focuses on the process of economic and political change in the 1980s and 1990s, paying particular attention to the Cardoso administration.

In recent years, the spotlight of international attention on Brazil has often been in the area of logistics infrastructure—for example, on its capacity to deal with the high demand expected during the World Cup and the Olympics. However, neither competitiveness nor infrastructure concerns are new for Brazil. In the 1990s, Brazilian policy-makers adopted a series of liberalizing economic reforms that exposed the poor condition of logistics infrastructure and inadequate investment in Brazilian ports, roads, railways and airports. Over twenty years later, the implications of those reforms still colour Brazil’s prospects for development. Mahrukh Doctor’s book evaluates the political economy of reform in Brazil and the difficulty of implementing institutional modernization in the context of opposition from vested interests originating in the state and civil society. It focuses specifically on the Port Modernization Law, which aimed to augment the country's competitiveness by creating efficient and low cost ports. Based on primary research carried out over a period of twenty years using original qualitative data, Doctor’s analysis focuses on the difficulties in implementing this law and how those difficulties are symptomatic of the wider issues associated with lack of sufficient investment in infrastructure in Brazil. Using the case of the business lobby for port reform, the book examines the evolving nature of business-state relations and the process of institutional change in Brazil. Doctor particularly examines the building of consensus for reform and policy formulation in the port sector and the challenges of reform implementation and institutional modernisation. The analysis provides extensive insights and lessons related to the prospects for boosting competitiveness of Brazilian ports. The book concludes by suggesting a likely path for the evolution of corporatist institutions as well as the provision of adequate logistics infrastructure to support business success in Brazil. A unique work on the subject of port reform in Latin America that uses a hybrid analytical framework to understand reform in Brazil, this book is pertinent for a variety of subjects from Latin American Studies to political economy to economic-policy making.

This volume presents in-depth insights into the polity, politics and policies of the Brazilian political system. It reassesses the processes of change since the country's return to democracy in the 1980s, in the light of autocratic societal structures and suboptimal institutional design, on the one hand, and the political and economic achievements observed, on the other. In their contributions, top Brazilian and international scholars critically examine the development of the political system with a focus on the Lula and Rousseff administrations, and place their actions and failures in the socio-political and economic context so as to uncover the underlying institutional structures, constellations and diverging interests of actors on various decision-making levels and in different political fields. It is the central aim of this book to present a differentiated portrait of the current political landscape and remaining contradictions in Latin America's largest country.

In the past ten to twenty years the global political economy picture has dramatically changed with the emergence of the economies of Brazil, Russia, India and, notably, China (BRICs) as big players and competitors of the advanced economies in the West and Eastern Asia. The book comparatively analyses institutional change in the BRICs. This book examines the BRICs by analysing their institutional development, their main continuities and changes, and their differences. It provides a comparative analysis of the political economies of the BRICs, but also considers South Africa and Turkey. The contributors provide a systematic comparison of the state-economy and the capital-labour relationships and explore whether they liberalized or followed a specific trajectory. The book also addresses debates on the varieties of capitalism and explores whether the emerging economies fit into the dichotomous construction of liberal and coordinated capitalism or whether they require a more differentiated typological approach. Moving away from rigid conceptions and the static classification of political economies as either liberal or coordinated and presenting a more open approach, The BRICs and Emerging Economies in Comparative Perspective will be vital reading for students and scholars of comparative political economy, international relations, capitalism, the BRICs, emerging markets and the role of the state in the economy.
