Therefore, in countries such as Uganda, where micro enterprises are at the bottom of the economic pyramid, moral hazard and adverse selection severely affect their ability to access formal credit hence limiting their growth potential. Microfinance has been heralded for its use of innovative lending methods to improve access to credit. The last decade has witnessed an unprecedented increase in the outreach of micro lending institutions and the development of financial products suited to the needs of the economically active poor, who often, are unable to obtain credit from mainstream financial institutions. This book analyzes the law and economics theories on access to credit and enterprise finance and based on case studies in Uganda, presents empirical findings of the promise and limits of contractual innovations in micro credit.

In 1997, Uganda undertook extensive reforms in tax legislation. This had been preceded by the structural reforms in tax administration that saw the creation of the Uganda Revenue Authority in 1991. The aim of the far reaching reforms was to improve the tax system and increase its revenue productivity. This book demonstrates that the reforms were not as successful as anticipated and revenues have not improved in a sustained way. The revenue from direct taxes only contributes about 20% to the total revenue, well below the Sub-Saharan average of 40%. This has focused attention on the appropriateness of the reforms. The focus of the reforms on achieving efficiency did not sufficiently take into account the fundamental importance of equity within the system. As a result, the Income Tax Act 1997 embodies distortions and inequalities in the treatment of taxable income and taxpayers that have led to inefficiency in the system as a whole. The tax reforms also took a narrow technical view of the tax system. The book employs political economy and optimal theory to explain the weaknesses in the tax system. It is argued that the reforms, although well designed, were not likely to be successful given the timing and context of implementation. The multidisciplinary and functionalist approach of the book is helpful in highlighting the constraints in which tax design and tax reform is undertaken in Uganda. It is argued that the reforms we “blunted” by the manner of their formulation and context of implementation. Taxation is a socio-political issue and yet the IMF and World Bank which supported the reforms did not take into account the limited political will. The lack of consensus in policy formulation has weakened the socio-contract and allowed the government to blame external factors for the poor performance. The weaknesses in governance and corruption have had an impact on the tax system by encouraging tax avoidance and evasion among political elites as well as on activities in the informal sector.

The World Bank Group promotes small and medium enterprise (SME) growth through both systemic and targeted interventions. Targeting means focusing benefits on one size-class of firms to the exclusion of others. Targeted support for SMEs is a big business for the World Bank Group, averaging around $3 billion a year in commitments, expenditures, and gross exposure over the 2006-12 period. In the context of broader reforms, such targeted support can be a powerful tool. Targeting SMEs is not an end in itself, but a means to create economies that can employ more people and create more opportunity for citizens to achieve prosperity. A thriving and growing SME sector is associated with rapidly growing economies. A central challenge is to level the economic playing field by ensuring dynamic markets; strengthening market-support institutions; and removing constraints to participation. IEG found that financial sector development can have both a pro-growth and propoor impact by alleviating SMEs' financing constraints, enabling new entry of firms and entrepreneurs and better resource allocation. Layered on top of this are targeted forms of assistance; these interventions may build on a foundation of more systemic reforms, may come in tandem with them, or may in fact be a means to build systemic reforms from the bottom up. Any credible justification of targeted support to SMEs must be focused on establishing well-functioning markets and institutions, not simply providing a temporary supply of benefits to a small group of firms during a project's lifespan. Thus, targeted interventions need to leverage resources to produce broader benefits for institutions and markets. To make targeted support for SMEs more effective, the World Bank Group needs to do several things: - Clarify its approach to targeted support to SMEs. - Enhance the support's relevance and additionality. - Institute a tailored research agenda. - Strengthen guidance and quality control for such support. - Reform MIGA's Small Investment Program.

The study was conducted using descriptive study design. Both quantitative and qualitative data collection methods engaged. Quantitative data was collected from 80 beneficiary youth organized under job opportunity creation program and qualitative data was collected by interview with 10 respondents which of expert of Job Opportunity and Food Security Agency, woreda leader and managers in six Kebelles and 3 field observations was conducted. After data was collected then edited, coded and enter in to SPPS computer software and micro soft Excel as instruments of data entry and data interpreting. The analysis was done using descriptive statistics tool (like frequency, tables, percentage), data was presented by using graphs and summarizing. The major findings are: most of the respondents’ gender was males those are the age category of 26-29 years and most of them are single with high school education background. The challenges in implementing rural youth economic development package particularly in job creation opportunity program challenged by Limited knowledge and skill in leaders and experts, Inadequate Stakeholder integration, Lack of monitoring and evaluating practice to implement youth package, Insufficient credit services for youth and Lack of local community support. the prospect of rural youth economic empowerment were long and short term plan. The major Strategies to improve rural youth economic empowerment were the government should be strongly introducing youth policies, highly monitoring and evaluation in implementing youth development package, good education and training that focus to improve rural youth economic empowerment and improve credit service. Finally, the researcher has recommended that participation and coordination of all concerned bodies and stakeholders are very important in supporting to empower rural youth economically.
