This work proceeds from three assumptions. First, the genie is out of the bottle. Second, the genie is capable of good and ill in staggering and perhaps, unheard of proportions. And finally, third, for humankind to survive the genie, some sort of governance is both necessary and possible. The genie includes a wide range of emerging technologies including nanotechnology, biotechnology, human enhancement, non-lethal weapons, information or Cyber technology and robotics. It is argued that these technologies are being innovated, adapted and used at an unprecedented rate in a culture of technological uncertainty which provides very little time and minimal governance in order to ask the question not can we do this but should we do this? This paper reviews the nature of the problem and then describes the various technological innovations which are presently being considered and adapted for use on the contemporary battlefield. It takes a specific look at the culture in which these developments are occurring and assesses the intended and unanticipated consequences of their use. Finally, it assesses the contemporary governance architecture which exists and suggests additional tools which might be available in the future.

Governing Military Technologies in the 21st Century is one of the first books to tackle the big five technological threats all in one place: nanotech, robotics, cyberwar, human enhancement, and, non-lethal weapons, weaving a historical, legal, and sociopolitical fabric into a discussion of their development, deployment, and, potential regulation.

This book examines emerging defense technologies such as directed energy weapons, nanotech devices, and bioscience applications that have the potential to dominate international relations in the future, just as nuclear weapons and space infrastructure-assisted conventional weapons do now. Emerging Military Technologies: A Guide to the Issues examines the potential of the United States to bring new technologies to deployment in the service of America's security and defense. The work also discusses how other international actors may regard the United States' investment in these high-tech capabilities, identifying possible resultant counter actions, and presents several divergent viewpoints on what the future may bring. The book thoroughly explores three general categories of emerging technologies: autonomous computers, nanotechnology and biotechnology, and the interrelated topics of directed energy weapons and ubiquitous space access. Security studies expert Wilson W.S. Wong balances coverage of today's cutting-edge science and engineering with treatment of real-world concerns of effectiveness, military ethics, and international relations in the 21st century. An invaluable resource for members of the military and intelligence communities, this book also provides general readers with an accessible introduction to these highly technical topics.

Dramatic political and economic changes throughout the world, coupled with rapid advances in technology, pose an important question for the U.S. Army: What technologies are best suited to defending U.S. interests against tomorrow's military threats? STAR 21 provides an expert analysis of how the Army can prepare itself for the battlefield of the futureâ€"where soldiers will wear "smart" helmets and combat chemical warfare with vaccines produced in days to counter new threats. This book summarizes emerging developments in robotics, "brillant" munitions, medical support, laser sensors, biotechnolgy, novel materials, and other key areas. Taking into account reliability, deployability, and other values that all military systems will need, the volume identifies new systems and emerging technologies that offer the greatest payoff for the Army. The volume addresses a host of important military issues, including the importance of mobile, rapidly deployable forces, the changing role of the helicopter, and how commercial technology may help the Army stay ahead of potential opponents. This volume looks at current and emerging technologies of war and some of the ethical issues surrounding their use. Although the nature and politics of war never change, the weapons and technologies used in war do change and are always undergoing development. Because of that, the arsenal of weapons for twenty-first century conflict is different from previous centuries. Weapons in today’s world include an array of instruments of war that include, robotics, cyber war capabilities, human performance enhancement for warriors, and the proliferation of an entire spectrum of unmanned weapons systems and platforms. Tactical weapons now have the potential of strategic results and have changed the understanding of the battle space creating ethical, legal, and political issues unknown in the pre-9/11 world. What do these technologies mean for things such as contemporary international relations, the just-war tradition, and civil-military relations? Directed at readers in the academic, scientific, military, and public policy communities, this volume offers current thought on ethics and emerging technologies from internationally-recognized scholars addressing the full spectrum of issues in present warfare technology. It includes current and ongoing topics of multi-discipline and international interest, such as ethics, law, international relations, war studies, public policy, science and technology. This book was originally published in various issues and volumes of the Journal of Military Ethics.
