Despite the non-territorialised strategic goals of the EU 2020 Strategy, the long-term aim of EU Cohesion Policy to promote harmonious development of the European territory – social, economic, and ‘territorial cohesion’ – remains a central goal of achieving a more cohesive EU territory. This book examines the ‘territorial dimension’ of EU Cohesion Policy, specifically assessing territorial impacts at the various spatial levels, engaging theoretically and empirically with the notion and role of the ‘territorial dimension’ within a strongly fragmented EU policymaking process, and examining more generally EU Cohesion Policy, as the main driver of the EU territorial development process. It provides an updated and fresh theoretical discussion on the precise meaning of the ‘territorial dimension’ of policies and the relatively recent EU policy evaluation technique, known as ‘Territorial Impact Assessment’ (TIA). Assessing the history, relevance, efficiency and effectiveness of these procedures, it presents several empirical findings on the implementation of specific territorial-focus and place-based financial instruments, as part of the Territorial Agendas and the EU goal of achieving a more integrated, territorial approach. This book fills an existing academic literature gap by providing a sound and synthetic analysis on the process of European Territorial Cooperation over the last 30 years. This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. Finally, a last section debates the future scenarios for this process in Europe.

The challenge of growth in transport, especially in freight transport, and scarce resources in money, landscape and local opposition against new infrastructure investment require new solutions from transport policy. This book deals with these issues taking as an example the transport corridor Rotterdam-Genoa, one of the most heavily used in Europe. In 2010 the INTERREG project Code24 with partners from five European countries started with the aim to develop a transnational strategy to strengthen and to develop the corridor. The main objective was to accelerate and jointly develop the transport capacity of the entire corridor by ensuring optimal economic benefits and spatial integration while reducing negative impacts on the environment at local and regional level. The institution of citizenship has traditionally been understood as equal membership of a political community. Developments in the Theory and Practice of Citizenship comes at a time when this is undergoing a period of intense scrutiny. Academics have questioned the extent to which we can refer to unified, homogeneous national citizenries in a world characterised by globalisation, international migration, socio-cultural pluralism and regional devolution, whilst on the other hand in political practice we find the declared Death of Multiculturalism, policy-makers urging for active, responsible citizens, and members of social movements calling for a more equitative, equal and participatory democracy. Citizenship is being reassessed and redefined both from above and from below in politics and society. The contributions to this volume engage in analysis of the processes which are bringing about an evolution of our understanding of citizenship and the individual’s relationship to the state, the polity and globalisation. Through empirical case studies, they highlight how in practice the terms of membership of a citizenry are negotiated in society through laws, political discourse, cultural associations, participatory processes, rituals and ceremonies. In doing so, these contributions offer an illustration of the diversity of venues and processes of citizenship and illustrate the benefits of an understanding of citizenship as a social practice. What current discourses are relevant for border areas? What opportunities for and obstacles to integrated territorial development arise from the specific situation of border regions? How can these be utilised or overcome in a goal-oriented way? These questions were central to the discussions of the Border Futures working group. Border regions like the Greater Region or the Trinational Metropolitan Region of the Upper Rhine extend far beyond the immediate border area. While institutional structures of cooperation can be perpetuated through agreements and organisations, there is a lack of instruments which cross-border cooperation structures can deploy in response to changing situations. Cross-border cooperation faces new challenges from increasing cross-border interactions, processes of economic structural transformation, new energy policies in the national sub-spaces, and demographic change. Another factor is increasing spatial polarisation, which influences the further development and future viability of the affected border areas, and involves metropolisation issues in urban centres and the provision of public services in rural districts. Building on discussions of the Border Futures working group, this volume sheds light on cross-border cooperation in practice with recent research relevant to planning in border regions in the European context. The insights collected here are intended to be usable in the border areas within the territory of the Regional Working Group and should also contribute towards the broader specialist discourse on the further development of cross-border cooperation. Issues of sustainable cross-border governance, new spatial functions and new planning instruments play a role here, as do the possibilities provided by the current EU structural policy programming period for border areas

The Orient-East-Med Corridor is a key north-south transport corridor for Europe. Over its length of more than 2500 km, it connects the seaports of northern Germany with the Danube ports and Greek seaports. Seven capitals of EU member states are directly interlinked by the Corridor. At present however, it has genuine shortcomings in several aspects. The international working group Spatial and Transport Development in European Corridors: Example Corridor 22, Hamburg-Athens (2015-2018) trace the conditions for large scale, corridor oriented spatial and transport development in Europe and in particular along the Orient-East-Med Corridor. The contributions in the anthology also focus on the importance of transnational initiatives in Europe and on territorial effects of transport policies. These topics are illustrated by analyses of current transport initiatives and urban developments at the most important nodes along the Corridor, so called Hot-Spots. During the work process, the authors asked themselves, if and how a strategy for the Corridor can take effect for an integrated spatial and transport development between Hamburg and Athens. The common answer is clear: A strategy for the Orient-East-Med Corridor allows the organization of a more balanced flow of goods throughout Europe in the long run. In the southeast section, enormous land reserves in the close vicinity of railway stations can be activated for urban development. Strengthening the Corridors infrastructure thus has a huge potential to trigger spatial development and ultimately contribute to territorial and social cohesion throughout Europe.
