"Existing studies of e-government concentrate on the supply-side by focusing on the availability and level of sophistication of online services and usage. This study addresses the demand-side of e-government - not only usage, but also perceptions and barriers to utilisation that have not been treated previously. Indicators to measure acceptance and adoption of e-government were used to build two surveys that were then piloted among members of the 'general population' in the 15 EU Member States, Switzerland and Europe and to decision makers (IT managers) in the commercial sector in seven EU countries"--P. 1.

The European Commission has been measuring progress on the availability of eGovernment services through its EU eGovernment Benchmark reports since 2001. The EU eGovernment Benchmark Reports provide an increasingly relevant data-rich snapshot on the state of progress of eGovernment against the overall EU policy priorities contained in the EU eGovernment Action Plan, and provide useful insights to government officials, researchers and business. The EU eGovernment Benchmark Reports are currently well established and provide valuable information to the member countries for their digital government transformation. In recent interactions, Member States and participating countries1 have made calls for the Commission to go one step further in the data collection, analysis and reporting of the results, and to provide them with concrete actionable recommendations for improvement, which are not currently developed in the EU eGovernment Benchmark Reports. Therefore the Commission has ordered this study resulting in the current report ('eGovernment Benchmark actionable policy recommendations'), which provides three results: 1. Aspects which may have contributed to their score at the country level. 2. Critical Success Factors which have contributed to the success of eGovernment initiatives and programmes. 3. Key recommendations which can improve the countries' eGovernment score. The recommendations are included in country reports which list the main challenges and opportunities for each of the participating countries.

Boosting the digital transformation of governments remains a top priority for the European Union. In pursuit of the EU Digital Decade ambition, Europe aims to provide all key public services online by 2030. Investments and cornerstone policies are being put in place to make this happen. For example, Member States succeeded in allocating more than 26% of the spending under the EU Recovery and Resilience Facility (RRF) to the digital transition. Moreover, Europe has established the foundations for more human-centric digital initiatives, respecting European values, via the (proposed) Declaration on Digital Rights and Principles. Coronavirus (COVID-19) has put citizens, businesses and governments to the test. It has prompted Europe to rethink the value of digitalisation and how government services are delivered. Have governments been able to adapt and become more digitalised? The eGovernment Benchmark answers this question and compares how governments deliver digital public services. As an internationally recognised study, it looks at how government websites and portals for citizens and businesses continue to improve across Europe. This edition captures the digital transformation of governments in 2021 and 2020, during historical times of societal and economic resilience.

The eGovernment Benchmark Background Report further unravels government digitalisation. It pinpoints technological advancements and provides a clear path to understand and stimulate sectoral developments. This report helps professionals in various disciplines of eGovernment to gain a clearer understanding of the following: 1. To what extent different technologies are being implemented and how: Chapter 2 presents technology specific findings (around mobile technologies, personal data solutions, electronic identification, etc.). Findings are particularly relevant for policy makers responsible for digital affairs across different government branches, as well as innovation scholars, developers, business analysts and solution integrators who analyse, build and implement digital government applications and services. 2. To what extent and how specific government domains evolve: Chapters 3-7 dive into this year's life events of Regular Business Operations, Health, Moving, Transport and Starting a Small Claims Procedure. Findings are particularly relevant for domain experts and policy makers in the field of economic affairs, healthcare, internal affairs, (public) transportation and justice. 3. Which factors influence country performance and how countries can learn from each other: Chapter 9 provides the Benchlearning Analysis in which relative performance of countries is explained. Findings are particularly relevant for policy makers responsible for eGovernment strategy and international cooperation. 4. Lastly, a collection of good practices from all participating countries is listed in the Appendix. Whereas the Insight Report mainly marks European trends, this Background Report takes a closer look at national perspectives. Concrete examples, best practices and success stories from various countries are presented throughout the report. Country rankings and service overviews are given to guide readers to the leading countries and specific services for further inspiration.

This document is the eGovernment Benchmark Method Paper 2020-2023, which is the result of a method consultation (October 2019), a method workshop (February 2020) and Member State reflections on the basis of the method revision document (shared in April 2020). It also include refinements on specific life events following a method workshop (March 2021) and Member State reflections (April 2021). As compared to the previous method paper the following changes have been implemented: 1. Life events: the updated life events and services are included. Most notably: Transport (formerly Owning and Driving a Car) and Health. 2. Indicators: a. Pilot indicators are included (Mobile Service Delivery, Findability and Accessibility Foundations). Importantly, these pilot indicators are not weighed as part of the key dimensions until agreed upon. b. Based on final Member States reflections, the 'Transparency of public organisations' is replaced by the 'Transparency of service design' indicator (two former E5 questions from the old indicator were kept, two related questions were added). 3. Wording and clarity: c. A clear overview of historical changes and a glossary with key terminology are added. d. More in general, also based on final Member States reflections, existing definitions and questions have been sharpened where necessary (e.g. regarding automated/proactive services, Transparency of Service Delivery). Clarifications are given to make the method paper easier to read and understand.
