Vermeersch and Kremer examine the effects of subsidized school meals on school participation, educational achievement, and school finance in a developing country setting. They use data from a program that was implemented in 25 randomly chosen preschools in a pool of 50. Children's school participation was 30 percent higher in the treatment group than in the comparison group. The meals program led to higher curriculum test scores, but only in schools where the teacher was relatively experienced prior to the program. The school meals displaced teaching time and led to larger class sizes. Despite improved incentives, teacher absenteeism remained at a high level of 30 percent. Treatment schools raised their fees, and comparison schools close to treatment schools decreased their fees. Some of the price effects are caused by a combination of capacity constraints and pupil transfers that would not happen if the school meals were ordered in all schools. The intention-to-treat estimator of the effect of the randomized program incorporates those price effects, and therefore it should be considered a lower bound on the effect of generalized school meals. This insight on price effects generalizes to other randomized program evaluations. This paper--a product of the Poverty Reduction and Economic Management 2, Africa Technical Families--is part of a larger effort in the region to increase our understanding of the impact of programs aimed at reaching the Millennium Development Goals.

One of the predominant trends of modern society is the pervasive presence of competition. No longer just a function of economic markets or democratic systems, competition has become a favoured tool for governing people and organizations, from the provision of schooling and elder care to the way we consume popular culture. Yet social scientists have played a surprisingly modest role in analysing its implications, as the discussion of competition has largely been confined to its narrow economic meaning. This book opens up competition for the study of social scientists. Its central message is that while competition seems ubiquitous, it should not be taken for granted or be naturalized as an inevitable aspect of human existence. Its emergence, maintenance, and change are based on institutions and organizational efforts, and a central challenge for social science is to learn more about these processes and their outcomes. With the use of a novel definition of competition, more fundamental questions can be addressed than merely whether or not competition works. How is competition constructed - and by whom? Which behaviours result from competition? What are its consequences? Can competition be removed? And, how do these factors vary with the object of competition - be it money, attention, status, or other scarce and desired objects? This book investigates these and more questions in studies of competition among and within schools, universities, multinational corporations, auditors, waste-disposal firms, fashion designers, and more.

The Ideology of Competition in School Music explores competition as a structuring force in school music and provides critiques of that system from multiple philosophical and theoretical perspectives. Competition is seen by many music teachers, students, and supporters as natural and inevitable--a taken-for-granted aspect of music education or an irresistible force, rather than a choice. This book uncovers this ideological nature of competition and examines its effect on student learning, teacher agency, and equity within music education. It considers ways in which music educators might reconsider the role of competition in their teaching practice and offers alternative frameworks for organizing school music. In this book, author Sean Robert Powell views competition as a microcosm of the wider neoliberal capitalist society, in which subjects are interpellated in an antagonistic competitive field as market logic dictates a system of accountability, reduction, and audit culture. Music teachers, students, and education administrators, consciously and unconsciously, reinforce, replicate, and sustain the competitive structure, even if they do so while expressing a cynical disavowal. Powell considers competition broadly, including, for example: formal competitions between schools in which ensembles are given numerical scores and ranked; "festivals" in which groups are given ratings based on pre-given criteria; state, regional, and national honor ensembles; hierarchical arrangements within school music programs; or simply the pursuit of social prestige, reputation, and ever-higher performance standards. Although the book provides examples from the competitive landscape of school music in the United States (and, especially, Texas, considered a "hyper" example of competitive culture), Powell's analyses and discussions are relevant to readers in any context around the world. Although the degree to which competitive achievement as an explicitly-stated aim of instruction varies from program to program and location to location, the "realism" of neoliberal capitalism--and its effect on all aspects of education--is a global phenomenon.
