The number of environmental laws and regulations has continued to grow in the United States, making compliance with these regulations increasingly difficult. Environmental assessments became a way to determine operational consistency and compliance with current environmental regulations. Beginning in 1985, the U.S. Army Construction Engineering Research Laboratory (USACERL), in cooperation with the U.S. Army Environmental Center, began the research that led to the publication of the Environmental Compliance Assessment System, Army National Guard. In fiscal year 1994, the U.S. Army became a participant in the efforts to create a single compliance assessment manual for use by all members of the Department of Defense. The resultant manual is The Environmental Assessment and Management (TEAM) Guide. To examine Army Regulations, the Army National Guard supplement was developed to use in conjunction with the TEAM Guide.
