Until recently, the only option for instrument rating training in Europe was a full course requiring up to 200 hours of theoretical knowledge instruction, but the Enroute and Competency-Based Instrument ratings (for aeroplanes only) are a part of a new approach that is supposed to make instrument flying more accessible, because the original courses were designed as part of a commercial course and were necessarily intense.
