This draft environmental impact report (EIR) provides public disclosure of potentially significant environmental effects of the project, ways in which those effects can be avoided, analyzes a range of alternatives to the project, and considers cumulative and other enivronmental effects. Draft impact reports are available for public comment for a brief period before being reviewed for approval.
