In 1969, the DMK Government of Tamil Nadu appointed a three-member committee, chaired by Dr. P.V. Rajamannar, to investigate the entire issue of Centre-state relations. Dr.P.V.Rajamannar was the first Indian to become Chief Justice of Madras High Court. He had also served as acting Governor of Madras State. It was appointed to look into the question regarding the relationship that should subsist between the Centre and the States in a federal set-up and to propose constitutional amendments to ensure the welfare of all people. In 1971, the committee delivered its report to the Tamil Nadu government. In 1974, the Chief Minister of Tamil Nadu, Dr.Kalaignar M.Karunanidhi, addressed the Assembly and proposed the resolution regarding the State Autonomy based on the committee report.
