Global warming, shortage of low-cost oil resources and the increasing demand for energy are currently controlling the world's economic expansion while often opposing desires for sustainable and peaceful development. In this context, atomic energy satisfactorily fulfills the criteria of low carbon gas production and high overall yield. However, in the absence of industrial fast-breeders the use of nuclear fuel is not optimal, and the production of high activity waste materials is at a maximum. These are the principal reasons for the development of a new, fourth generation of nuclear reactors, minimizing the undesirable side-effects of current nuclear energy production technology while increasing yields by increasing operation temperatures and opening the way for the industrial production of hydrogen through the decomposition of water. The construction and use of such reactors is hindered by several factors, including performance limitations of known structural materials, particularly if the life of the projected systems had to extend over the periods necessary to achieve low costs (at least 60 years). This book collects lectures and seminars presented at the homonymous NATO ASI held in autumn 2007 at the Institut d’Etudes Scientifiques in Cargèse, France. The adopted approach aims at improving and coordinating basic knowledge in materials science and engineering with specific areas of condensed matter physics, the physics of particle/matter interaction and of radiation damage. It is our belief that this methodology is crucially conditioning the development and the industrial production of new structural materials capable of coping with the requirements of these future reactors.

This book is based on a participatory action research project carried out with a group of former Zimbabwe People's revolutionary Army (ZPRA) which was the armed wing of the Zimbabwe African People's Union (ZAPU) which was led by the late Joshua Nkomo. ZPRA was the primary target of Gukurahundi, a pogrom by the Mugabe government which left an estimated 20 000 civilians dead and countless others tortured in the early 1980s in Matebeleland, Zimbabwe. It has been almost 30 years since the violence ended, but there has never been an official healing and reconciliation programme or truth commission into the atrocities. The government chose the path of amnesia by granting a blanket amnesty to all involved. The regime has enforced a culture of silence over the event through repression and intimidation. The book is a culmination of a two year journey, by the group and the author, of an exploration of group-based self-healing approaches to the pain caused by the violence of Gukurahundi.

In FY 1990, Congress directed the Secretary of the Navy to commission a study by the National Academy of Sciences for the production of an integrated technology plan for the evolution of aircraft carriers in the first half of the twenty-first century. The House-Senate conferees emphasized "that the product of this study is to be a technology plan for the evolution of sea bases for the most efficient and economical accommodation of tactical air power in the first half of the twenty-first century". Based on this broad charter of evaluating sea bases, an examination of the floating ocean platform concept was included in the study. The floating ocean platform is a generic description of a large, relatively stationary or slowly mobile, platform that can be positioned in most areas of the ocean, and can serve a variety of purposes. The present report was the author's input to the study. It was based on technical analyses, literature reviews and surveys, and discussions/visits with the main groups and organizations involved in developing the floating ocean platform. All discussion material was unclassified, as are the contents of this report. All the external inputs and discussions, too numerous to mention, made this report possible, and are greatly appreciated. The first part of this report is the summary narrative that was submitted by the author to the Technology Group of the study. The second part is the viewgraphs that were presented to the Technology Group by the author on 12 February 1991. The third part is a selected bibliography of studies on the floating ocean platform over the past two decades, with over three thousand references identified.
