In the early 1980s there had been an upsurge of public concern over the nuclear threat to Europe. Already saturated with nuclear weapons, Europe faced controversial new deployments and there was alarm over military strategies for nuclear war in the region. It is in this context that the idea of nuclear weapon-free zones had captured the popular imagination and became a political issue in Europe. Not only would such zones build confidence and raise the nuclear threshold, but they would be first steps towards a more comprehensive elimination of nuclear weapons. Originally published in 1983 Nuclear Disengagement in Europe probes the question of nuclear weapon-free zones in the region. Pugwash and SIPRI arranged a meeting at which an international team of lawyers, scientists, politicians and military experts gave background information and provided an appraisal of problems regarding the zone initiatives as well as benefits that would accrue. Possible elements in a European zone arrangement were elaborated on and procedures towards the establishment of such a zone were suggested.

Exploring the visions of the end of the Cold War that have been put forth since its inception until its actual ending, this volume brings to the fore the reflections, programmes, and strategies that were intended to call into question the bipolar system and replace it with alternative approaches or concepts. These visions were associated not only with prominent individuals, organized groups and civil societies, but were also connected to specific historical processes or events. They ranged from actual, thoroughly conceived programmes, to more blurred, utopian aspirations -- or simply the belief that the Cold War had already, in effect, come to an end. Such visions reveal much about the contexts in which they were developed and shed light on crucial moments and phases of the Cold War.

This book, first published in 1985, examines the questions of European security that lie at the heart of the confrontation between the superpowers. It concentrates on ways of achieving defence by conventional means rather than a reliance on nuclear or chemical weapons, and at the same time focuses on possible force reductions.

This reader contains a sample of the best essays published in the foreign policy quarterly. The National Interest during its first four years. The period covered by this volume was a critical one for American foreign policy. It represented a recovery of confidence after the uncertainty and self-laceration of the 1960s and 1970s. But it was also a period when dramatic events in the communist world raised fundamental questions about the ending of the Cold War and about prevailing American foreign policy. The essays in this volume examine the basic and enduring questions of international politics and the national security of the United States. These and related issues are discussed in the reader by leading American policymakers, academics, and commentators. Co-published with The National Interest.

This book, first published in 1986, analyses a number of emerging, enduring and neglected issues that affected European security and the stability of the Atlantic Alliance at the end of the Cold War. It provides a comprehensive review of the major political, social and economic issues that shaped the course of European security. It offers a thorough assessment of such critical questions as European views of the US Strategic Defense Initiative, the contribution of new technologies and tactics to NATO’s conventional defence capabilities, and domestic factors that influenced security policy. It also provides original analysis of a number of issues, such as economic dimensions of security, the quest for a European defence identity, and protection of Western interests outside the NATO area. It provides a review of the nuclear question and of the German security debate in the aftermath of the initial US INF missile deployments.
