The Voluntary Guidelines for Securing Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the small-scale fisheries sector. While the implementation of the SSF Guidelines will require legal and regulatory adjustments beyond national fisheries legislation to ensure political and legislative coherence and fully reflect the breadth of their provisions, the fundamental function of fisheries law in a sustainable use, management, and the development of small-scale fisheries is indisputable. Appropriate fisheries legislation provides the strongest possible framework for inclusive, participatory fisheries governance and resource management by providing a coherent basis for implementing and enforcing the SSF Guidelines and other related international and regional agreements and commitments. Legislation can therefore be a tangible way to support small-scale fishers, fish workers, and their communities and contribute to broader development goals, including the progressive realization of the right to food, poverty eradication, equitable development, and sustainable resource utilization. This document, Legislating for Sustainable Small-Scale Fisheries – A guide and considerations for implementing aspects of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication in National Legislation, is a tool for States to strengthen their fisheries legislation in order to establish conditions for inclusive and sustainable small-scale fisheries development, taking into account the interrelatedness of social, economic and environmental sustainability, while focusing on marginalized groups.

In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. Small-scale fisheries (SSF) play an important role in food security and poverty reduction. However, this role is not always recognized and many SSF communities remain marginalized, both with regard to resource management and from a broader social and economic perspective. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the immensely important small-scale fisheries sector. The project “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives” is part of the FAO Umbrella Programme for the promotion and application of the SSF Guidelines. The evaluation of this project provides important lessons and recommendations that will inform the formulation and implementation of related on-going projects under the Umbrella Programme, for enhanced promotion and application of the SSF Guidelines. The evaluation found that the project has succeeded in firmly anchoring SSF considerations in the global fisheries policy and research agendas, and in increasing momentum in regional and national awareness of, and commitment to, the SSF Guidelines. The project has allowed a process of consolidation of the trajectory of change initiated with the adoption of the SSF Guidelines, but more time is needed for benefits to trickle to lower levels of governance and to SSF communities themselves.

The Committee on Fisheries established the Sub-Committee on Fish Trade to serve as a multilateral framework for consultations on international trade in fishery products. The sixteenth session of the Sub-Committee was held in Busan, Republic of Korea, from 4 to 8 September 2017. The Sub-Committee took note of recent developments concerning international trade in fishery products. It also considered specific issues related to international trade and sustainable fisheries development, including: - reduction of fish food loss and waste; - Voluntary Guidelines for Catch Documentation Schemes (CDS); - update on activities related to food quality, safety and market access; - fish trade and the Convention on international trade in endangered species of wild fauna and flora (CITES); and - monitoring the implementation of article 11 of the Code of Conduct for Responsible Fisheries (CCRF). The Sub-Committee for the first time also addressed the following topics: - social sustainability in fisheri es value chains and the link to trade; - the impact of Marine Protected Areas (MPAs) on livelihoods, trade, food fish supply and consumption; and - the impact of climate change on future fish supply, trade and consumption.

This publication presents ten scalable intercultural collaboration experiences that demonstrate the importance, efficiency and effectiveness of working hand in hand with men, women and youth of indigenous and Afro-descendant peoples of Latin America and the Caribbean in the search for practical solutions developed from the synergy between ancestral knowledge and scientific and technological innovation. Indigenous peoples and Afro-descendants are two of the rural groups with the greatest potential to contribute to climate change mitigation in Latin America. Both groups are highly vulnerable to natural disasters and the effects of climate on agriculture and food, yet their ancestral knowledge and collective territorial practices make them key allies in climate change mitigation. The Food and Agriculture Organization of the United Nations (FAO) has proposed to promote collaborative work with indigenous and Afro-descendant peoples, with national and local governments, in favor of social inclusion and the reduction of inequalities that disproportionately affect indigenous and Afro-descendant peoples in Latin America and the Caribbean, with a particular focus on eradicating hunger and promoting rural development, also following the United Nations mandate to "leave no one behind", as indicated by the central and transformative promise of the 2030 Agenda and the SDGs.

Durante siglos, la pesca ha sido una actividad de gran importancia para los pueblos indígenas (PI) en todo el mundo. Estos habitan y se relacionan con los ecosistemas hídricos, que conservan su patrimonio cultural, favorecen la soberanía alimentaria (el derecho a acceder a alimentos sanos y culturalmente apropiados) y en muchos casos son su fuente principal de ingresos económicos. En Centroamérica la situación no es diferente: hoy en día los pueblos indígenas ocupan más del 75% de las zonas marino-costeras del mar Caribe y extensas áreas colindantes con aguas continentales y el mar Pacífico, y tienen en la pesca su principal medio de vida. Precisamente estas áreas presentan los indicadores más altos de pobreza y desnutrición en la región. Teniendo en cuenta este contexto, la FAO y el FILAC aunaron esfuerzos para promover la implementación de las Directrices voluntarias para la sostenibilidad de la pesca en pequeña escala (DV-PPE) en el contexto de la seguridad alimentaria y la erradicación de la pobreza. Para ello, realizaron el curso “Directrices Voluntarias para la Sostenibilidad de la Pesca en Pequeña Escala en el Contexto de la Seguridad Alimentaria y la Erradicación de la Pobreza para los Pueblos Indígenas de Centroamérica”. Durante el curso, representantes de gobierno, líderes indígenas y pescadores indígenas de seis países (Costa Rica, El Salvador, Guatemala, Honduras, Panamá y Nicaragua) se dieron cita para aprender, compartir, hacer incidencia, dialogar y construir una hoja de ruta para implementar en sus países.

This publication provides an overview of the common and unique sustainability elements of Indigenous Peoples' food systems, in terms of natural resource management, access to the market, diet diversity, indigenous peoples’ governance systems, and links to traditional knowledge and indigenous languages. While enhancing the learning on Indigenous Peoples food systems, it will raise awareness on the need to enhance the protection of Indigenous Peoples' food systems as a source of livelihood for the 476 million indigenous inhabitants in the world, while contributing to the Zero Hunger Goal. In addition, the UN Decade of Action on Nutrition (2016-2025) and the UN Food Systems Summit call on the enhancement of sustainable food systems and on the importance of diversifying diets with nutritious foods, while broadening the existing food base and preserving biodiversity. This is a feature characteristic of Indigenous Peoples' food systems since hundreds of years, which can provide answers to the current debate on sustainable food systems and resilience.
