This paper discusses that for countries that have introduced new currencies, the rates shown in International Financial Statistics (IFS) for the period before the introduction of the most recent currency may be used as conversion factors—they may be used to convert national currency in IFS to US dollar or SDR. In such cases, the factors are constructed by chain linking the exchange rates of the old and the new currencies. The basis used is the value of the new currency relative to the old currency, as established by the issuing agency at the time the new currency was introduced. Notes on the introduction of new currencies can be found in the Country Notes or in IFS print publication (if recent). Data on members’ IMF accounts are presented in the Fund Position section in the country tables and in four world tables. Terms and concepts of IMF accounts and the time series in the country and world tables are explained below.

A Eurasian transformation is underway, and it flows from China. This Technical Assistance report on Guinea addressed issues like: improvement of the surveys on migrant remittances and informal trade; perform detailed technical work to improve external sector statistics (ESS); and participation in the coordinated direct investment survey and the quarterly external debt statistics database. The mission observed that the recommendations from the previous technical assistance mission had been satisfactorily implemented. The report also describes that the timeliness of ESS, based on international standards, should be improved, mainly for the international investment position and the quarterly balance of payments statistics. In order to contribute to progress in the areas discussed in the report, the mission made a one-year detailed action plan, with priority given to the recommendations of importance in improving ESS. The recommendation on reporting reinvested earnings of direct investment enterprises, net increases in insurance company liabilities, and income on reserve assets has partially been implemented.

This volume analyses New Delhi’s reaction to China’s Belt and Road Initiative (BRI) and the rise of politics of connectivity and infrastructure building which has heightened Sino-Indian rivalry in South Asia and the Indian Ocean Region (IOR). It can be evidenced that the BRI has transformed the Sino-Indian dynamics from a ‘managed rivalry’ to an intense geo-political competition. It is contended that competition is inevitable when two powers rise in the same neighbourhood. The Indian government has opposed the BRI since its inception noting that the ‘BRI violates India’s sovereignty and territorial integrity’ because one of the flagship BRI projects - the China-Pakistan Economic Corridor (CPEC) - runs through (Pakistan-controlled) Kashmir which India claims to be its own territory. It has consistently maintained that China’s ‘connectivity initiatives must be based on universally recognized international norms, good governance, rule of law, openness, transparency and equality, and must be pursued in a manner that respects sovereignty and territorial integrity’ of other states. Beyond those stated reservations, New Delhi is concerned about the BRI infrastructure and connectivity projects in the smaller South Asian countries and the Indian Ocean littoral states. India has traditionally viewed South Asia and the IOR as its backyard over which it has historically maintained a position of influence. It is apprehensive that the BRI projects will enhance Beijing’s stature and undermine India’s influence in the region. In eleven chapters including Introduction and Conclusion, this book explores the dimensions of the rivalry and analyses the causes, dynamics and implications of an accelerated Sino-Indian competition.

This paper focuses on the sluggish growth of world trade relative to income growth in recent years. The analysis uses an empirical strategy based on an error correction model to assess whether the global trade slowdown is structural or cyclical. An estimate of the relationship between trade and income in the past four decades reveals that the long-term trade elasticity rose sharply in the 1990s, but declined significantly in the 2000s even before the global financial crisis. These results suggest that trade is growing slowly not only because of slow growth of Gross Domestic Product (GDP), but also because of a structural change in the trade-GDP relationship in recent years. The available evidence suggests that the explanation may lie in the slowing pace of international vertical specialization rather than increasing protection or the changing composition of trade and GDP.

This 2017 Article IV Consultation highlights that Tunisia’s economic growth almost doubled to 1.9 percent in 2017, as confidence strengthened on the back of improved security and the unity government’s early progress with policy and reform implementation. Investment and exports remained sluggish, however. Growth is expected to reach 2.4 percent in 2018, helped by a good agricultural season and a pickup in manufacturing and tourism. The unemployment rate remains high at 15 percent. Trade data for early 2018 show an improvement in export performance, while import growth is slowing. This favorable trend is expected to continue throughout the remainder of the year, supported by a more favorable real exchange rate.
