Forrestal tells Congdon that he has delayed addressing his letter of commendation so that it will reach her after her service with the Navy has been formally ended, in order for the Navy's pride in her to "reach into your civil life and to remain with you always. He reviews the victories of the Navy and assures her that she has been part of that and will be remembered by her nation with gratitude. Forrestal served as the first U.S. secretary of defense (1947-49); prior to assuming these duties, as under secretary of the Navy he directed the naval expansion program to meet the demands of World War II at the behest of Franklin Delano Roosevelt; he became secretary in 1944. He was also a naval aviator in World War I and presided over a New York investment firm. Suffering from depression, he resigned his post in 1949 and shortly after, took his own life.
