For the past decade Panama has registered impressive economic growth. According to the World Bank, GDP growth averaged 6.8% from 2000 to 2012, while government figures show double-digit growth for four of the past seven years. Economic development has been fuelled by heavy public sector spending on infrastructure, particularly the $5.25bn expansion of the Panama Canal, which should ensure long-term growth. With GDP growth expected to decelerate but still average 7-9% from 2013 to 2015 and 6-8% through to 2020, Panama is set to remain a unique and exciting destination for investment in the short to medium term due to its solid macroeconomic record, importance to global trade and strong investment framework. Public sector spending has emerged as the primary driver of economic growth in the past few years as the country prepares for the post-Panamax era of the Panama Canal. The canal’s impact, both domestically and internationally, will expand substantially upon the completion of a third set of locks scheduled for 2016. Putting exact figures on the domestic impact of the expanded waterway is a tall order, though further capitalising on the country’s status as a major trade route will most certainly be crucial to future economic progress.

Results-based management (RBM) is a public management strategy that involves decision making based on reliable information regarding the effects of governmental actions on society. This Selected Issues paper focuses on background, challenges, and policy options in Panama. Panama stands at a crossroad between taking the leap to become an advanced economy or getting stuck in the middle-income trap. The beginning of a new administration provides a window of opportunity to initiate and implement ambitious reforms. This note takes stock of fiscal issues in Panama and proposes policy options. The new administration’s fiscal agenda should feature a comprehensive reform of tax and customs administrations, a review of tax incentives and exemptions and consider steps toward a broader tax policy reform. Efforts to further strengthen the fiscal framework with the appointment of the members of the Fiscal Council should continue going forward. Panama should adopt best practice fiscal accounting and reporting methods. A comprehensive assessment and management of fiscal risks is necessary to create buffers and safeguard public finances given fiscal policy’s exclusive stabilization role.

Does enterprise participation in global markets ensure sustainable income growth? Policies have often been designed in the belief that this is true, but competitiveness and participation in international markets may take very different forms, and developing countries do not always benefit. This book presents a series of rich and original field studies from Latin America, conducted by the authors with the same consistent methodological approach, and represents a theory-generating exercise within clusters and economic development literature. The main question addressed is how Latin American small and medium-sized enterprises (SMEs) may participate in global markets in ways that provide for sustainable income growth, the “high road” to competitiveness. In contrast, the “low road” is often typically followed by small firms from developing countries, which often compete by squeezing wages and revenues rather than by increasing productivity, salaries, and profits.
