The purpose of this project was to develop both a process and .a product. The process is important because very little is known about planning energy programs for local governments. While comprehensive planning techniques have been used to develop physical and socioeconomic plans in recent years, the methodology for planning an energy program for local government is almost unknown, and although the contract product of this research was a "Comprehensive Community Energy Management Plan for the City of Hobbs, New Mexico," a meaningful part of the research effort was the development of the process for evolvement of the product. The plans for the research have largely been followed without modification, resulting, hopefully, in a quantum increase in the state of the art for comprehensive community planning. The report initially provides an analysis of the community structure and the present energy system of Hobbs, New Mexico, and then draws conclusions from such information.
