This report presents the findings of the first-ever international assessment of the environmental impact of depleted uranium (DU) when used in a real conflict situation. Radioactive particles have been released to the environment from a number of sources, including nuclear weapon tests, nuclear accidents and discharges from nuclear installations. Particle characteristics influence the mobility, biological uptake and effects of radionuclides, hence information on these characteristics is essential for assessing environmental impact and risks. This publication presents a series of papers covering sources and source term characterisation, methodologies for characterizing particles, and the impact of particles on the behaviour of radioactive particles in the environment. The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.

Depleted uranium (DU) ammunition was used in the years 1994-95 during the conflict in Bosnia and Herzegovina. Following on from previous UNEP field studies in Kosovo (2001, ISBN 0119869667) and in Serbia and Montenegro (2002, ISBN 9280721461), this report assesses the presence and extent of DU contamination in 14 sites investigated in Bosnia and Herzegovina, the corresponding risks to the environment, and possible mitigating actions. DU could easily be found at three of the sites investigated, confirmed by the physical presence of penetrators and jackets, as well as by soil, bio-indicator and air samples. For the first time in UNEP's studies of DU contamination in the Balkans, DU was also found in drinking water samples, albeit at extremely low levels, as well as in air samples taken from buildings currently in use. The report recommends precautionary decontamination and clean-up measures. Given the remaining scientific uncertainties on the long-term behaviour of DU in the natural environment, it calls for further studies to be done in other regions where DU ammunition has been used.

Many veterans returning from the conflicts in Iraq and Afghanistan have health problems they believe are related to their exposure to the smoke from the burning of waste in open-air "burn pits" on military bases. Particular controversy surrounds the burn pit used to dispose of solid waste at Joint Base Balad in Iraq, which burned up to 200 tons of waste per day in 2007. The Department of Veterans Affairs asked the IOM to form a committee to determine the long-term health effects from exposure to these burn pits. Insufficient evidence prevented the IOM committee from developing firm conclusions. This report, therefore, recommends that, along with more efficient data-gathering methods, a study be conducted that would evaluate the health status of service members from their time of deployment over many years to determine their incidence of chronic diseases.
