The strategic goals and objectives set forth in the Department of Education?s FY 2002-2007 Strategic Performance Plan form the context for the broad outcomes the Department believes should characterize American education. The Department administers more than 150 programs in support of 6 goals and 26 related objectives. This FY 2006 Program Performance Plan presents the individual performance plans for each of these programs, which align to the individual program's provisions and the audience that it serves. In addition, selected measures from these plans have been identified as key measures at the strategic level. The programs are grouped by the goal they support. The goals include the following: (1) Improve Student Achievement; (2) Develop Safe Schools and Stronger Character; (3) Transform Education into an Evidence-Based Field; and (4) Enhance the Quality of and Access to Postsecondary and Adult Education. Included are Office for Civil Rights programs and programs with ongoing plans, but without FY 2006 measures.
