Diese neuzeitlichen technologischen Errungenschaften bringen Vor- aber auch Nachteile mit sich. Weltweit entsteht immer lauter werdende Kritik an mangelnden Umgangsformen, der Überschreitung von Werten und Normen, bis hin zum Missbrauch der Meinungsfreiheit im Umgang mit dem Internet. Daraus resultiert die aktuelle Frage, inwiefern die Grundsätze der Demokratie von diesen Bedingungen bedroht sind. Nach einer Erläuterung der Begriffe „Demokratie“ und „Rechtsstaatlichkeit“, erfolgt ein Überblick über die gesetzlichen Rahmenbedingungen von Meinungsfreiheit in Deutschland und in den USA als Beispiel für zwei Formen von rechtsstaatlichen Demokratien. Folgende Leitfrage steht im Mittelpunkt: Inwiefern stellt der permissive Zugang zum Internet und somit zu den sozialen Medien ein Gefahr für die Erhaltung demokratischer Verhältnisse dar?
