The initial plans for this book sprang from a late-afternoon conversation in a hotel bar. All three authors were attending the 1996 meeting of the Population As- ciation of America in New Orleans. While nursing drinks and expounding on a variety of topics, we began talking about our current research projects. It so happened that all three of us had been entertaining the notion of writing a book on state and local population projections. Recognizing the enormity of the project for a single author, we quickly decided to collaborate. Had we not decided to work together, it is unlikely that this book ever would have been written. The last comprehensive treatment of state and local population projections was Don Pittenger’s excellent work Projecting State and Local Populations (1976). Many changes affecting the production of population projections have occurred since that time. Technological changes have led to vast increases in computing power, new data sources, the development of GIS, and the creation of the Internet. The procedures for applying a number of projection methods have changed considerably, and several completely new methods have been developed.

Volume I of The Official History of Criminal Justice in England and Wales frames what was known about crime and criminal justice in the 1960s, before describing the liberalising legislation of the decade. Commissioned by the Cabinet Office and using interviews, British Government records, and papers housed in private, and institutional collections, this is the first of a collaboratively written series of official histories that analyse the evolution of criminal justice between 1959 and 1997. It opens with an account of the inception of the series, before describing what was known about crime and criminal justice at the time. It then outlines the genesis of three key criminal justice Acts that not only redefined the relations between the State and citizen, but also shaped what some believed to be the spirit of the age: the abolition of capital punishment, and the reform of the laws on abortion, and homosexuality. The Acts were taken to be so contentious morally and politically that Governments of different stripes were hesitant about promoting them formally. The onus was instead passed to backbenchers, who were supported by interlocking groups of reformers, with a pooled knowledge about how to effectively organise a rhetoric that drew on the language of utilitarianism, and the clarity and authority of a Church of England. This came to play an increasingly consequential and largely unacknowledged part in resolving what were often confusing moral questions. This book will be of much interest to students of criminology and British history, politics and law.

Taiwan’s rapid industrialization during the 1960s and 1970s, combined with the democratic revolution that began with the lifting of martial law in 1987 were of deep historic importance. Over the next decade Taiwan’s "political miracle" matched its earlier "economic miracle" creating a vibrant liberal democracy complete with freedom of speech, association and assembly, rule of law, and competitive and fair multi-party elections.
