The entry into force of the Treaty of Lisbon, on December 1 2009, brought the EU's troubled institutional reform process to an end. In an effort to increase the EU's democratic legitimacy, the Treaty introduces some relevant innovations: it extends the powers of the European Parliament, it enhances the role of European political parties, it involves national parliaments increasingly in the EU legislative process and, finally, it creates the European Citizens' Initiative, which allows citizens to invite the Commission to submit legislative proposals that they feel are of crucial importance. Nevertheless, the implementation of these provisions will not be easy as they impact on, among other things, the EU's institutional balance. Not only does it remain to be seen how effective they will be in bringing EU institutions closer to citizens, but the application of some of these provisions could lead to inter-institutional conflicts and political ambiguities. In this context, the European Parliament has a key role to play as a political and institutional facilitator, also in promoting more consistent linkages between citizens and the EU institutional system.

The role of national parliaments in EU matters has become an important subject in the debate over the democratic legitimacy of European Union decision-making. Strengthening parliamentary scrutiny and participation rights at both the domestic and the European level is often seen as an effective measure to address the perceived ‘democratic deficit’ of the EU – the reason for affording them a prominent place in the newly introduced ‘Provisions on Democratic Principles’ of the Union (in particular Article 12 TEU). Whether this aim can be met, however, depends crucially on the degree to which, and the manner in which, national parliaments actually make use of their institutional rights. This volume therefore aims at providing a comprehensive overview of the activities of national parliaments in the post-Lisbon Treaty era. This includes the ‘classic’ scrutiny of EU legislation, but also parliamentary involvement in EU foreign policy, the use of new parliamentary participation rights of the Lisbon Treaty (Early Warning System), their role regarding the EU’s response to the Eurozone crisis, and the, so far under-researched, role of parliamentary administrators in scrutiny processes. The European Union (EU) is not a nation, and it would thus be a mistake to expect the EU's path to democratic legitimacy to resemble a nation's path toward such a goal. But what sort of democratic identity does the EU possess, exactly? In this paper, I will offer a tentative theory of the nature of European democracy after the Treaty of Lisbon and how the question of democratic deficit can be addressed. Additionally, I will suggest a few ways in which this peculiar post-Lisbon European identity may serve to enhance and augment the democratic legitimacy of its member states, without impairing their cherished individual national identities.

After the participative and deliberative turns in both democratic theory and EU studies, we are currently witnessing a ‘representative turn’ to which this volume contributes by addressing the relation between representation and democracy in the EU. Although in the Lisbon Treaty the EU conceives itself as a representative democracy, the meaning of this concept in a supranational polity is far from clear – either in theory or practice. Instead, the historically contingent link between representation and democracy is today severely challenged by various processes of diversification at all levels of political action (national, regional, supranational).
