One important area of interest within military and policy circles focuses on an effort to revitalize the nuclear triad amidst a number of competing strategic interests. The difficulties arising from US engagement in Iraq and Afghanistan are leading many scholars and policy makers to question whether a reinvigorated nuclear triad has any role in deterring modern adversaries. The first systematic look at the different strategies that states employ in their pursuit of nuclear weapons Much of the work on nuclear proliferation has focused on why states pursue nuclear weapons. The question of how states pursue nuclear weapons has received little attention. Seeking the Bomb is the first book to analyze this topic by examining which strategies of nuclear proliferation are available to aspirants, why aspirants select one strategy over another, and how this matters to international politics. Looking at a wide range of nations, from India and Japan to the Soviet Union and North Korea to Iraq and Iran, Vipin Narang develops an original typology of proliferation strategies—hedging, sprinting, sheltered pursuit, and hiding. Each strategy of proliferation provides different opportunities for the development of nuclear weapons, while at the same time presenting distinct vulnerabilities that can be exploited to prevent states from doing so. Many weapons and inventions were credited with winning World War II, most famously in the assertion that the atomic bomb "ended the war, but radar won the war." The second half of the 20th century featured a strategic competition between the United States and the Soviet Union. That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. The essays in this compilation were originally presented at the ELF and LYMEC workshop "Defending Europe - The military future of our continent" and the final versions in this compilation draw on discussions during the event. It is worth noting, that the workshop was organised the week before the Brussels attacks in March 2016, and even though the authors were given the possibility to finalise their papers after the event most participants chose to simply include the information and new insights gained during the event, not in the aftermath of the attacks.
