This innovative volume explores issues of law enforcement cooperation across borders from a variety of disciplinary perspectives. In doing so it adopts a comparative framework hitherto unexplored; namely the EU and the Australsian/Asia-Pacific region whose relative geopolitical remoteness from each other decreases with every incremental increase in globalisation. The borders under examination include both macro-level cooperation between nation-states, as well as micro-level cooperation between different Executive agencies within a nation-state. In terms of disciplinary borders the contributions demonstrate the breadth of academic insight that can be brought to bear on this topic. Rapid globalization has led to increased flows of capital, services, ideas, information, and people between countries. There is no bigger policy agenda in the East Asian region than connectivity. Costs of international connectivity are indeed falling, in the movement of goods, services, people and data, leading to greater flows, and to the reorganisation of business and the emergence of new forms of international transactions. There are second-round effects on productivity and growth, and on equity and inclusiveness. Participating in trade across borders involves significant set-up costs and, if these costs are lowered due to falling full costs of connectivity, more firms will participate, which is a driver of productivity growth and innovation at the firm level. Connectivity investments are linked to poverty reduction, since they reduce the costs of participating in markets. This volume includes chapters on the consequences of changes in both physical and digital connectivity for trade, for the location of economic activity, for forms of doing business, the growth of e-commerce in particular, and for the delivery of new services, especially in the financial sector. A study of China’s Belt and Road Initiative (BRI) is also included. These studies are preceded by an assessment of the connectivity performance in the Asia-Pacific region and followed by a discussion of impediments to investment in projects that contribute to productivity. The collection as a whole provides the basis for a series of recommendations for regional cooperation. Why is it that we so readily accept the boundary lines drawn around nations or around regions like ‘Asia’ as though they were natural and self-evident, when in fact they are so mutable and often so very arbitrary? What happens to people not only when the borders they seek to cross become heavily guarded, but also when new borders are drawn straight through the middle of their lives? The essays in this book address these questions by starting from small places on the borderlands of East Asia and looking outwards from the small towards the large, asking what these ‘minor pasts’ tell us about the grand narratives of history. In the process, it takes the reader on a journey from Renaissance European visions of ‘Tartary’, through nineteenth-century racial theorising, imperial cartography and indigenous experiences of modernity, to contemporary debates about Big History in an age of environmental crisis.
