Former US Delta Force Operative, Dax Franklin is surprised to be teamed with a female, Giva Haviv, a former Israeli Sayaret Matkal operative for his first assignment with the Brotherhood Protectors International. All becomes clear when he learns the mission is to disguise as an influential power couple who owns global enterprises and infiltrate a meeting of the wealthiest people in the world. Chosen because Dax looks and sounds like Evon Maas and Giva bears a striking resemblance to Maas's fiancée Sasha Royce, they have to fool the rest of the gathering long enough to find out what economic coup is about to take place and stop it before it ignites WWIII. In the ancient city of Dubrovnik, Croatia, amidst international intrigue where financial stakes and power are justifications to kill opponents, Dax and Giva must stay one step ahead of discovery or risk their lives and the safety of the millions worldwide.

The financial system of Croatia is now more resilient and seems better prepared to cope with moderate shocks. The larger banks are generally better capitalized, and their risk management capacity has improved. The economy, however, remains highly euroized and susceptible to shifts in residents’ sentiments toward the local currency.

This paper mainly examines fiscal decentralization, credit-loss recovery, and unemployment in Croatia. The degree of expenditure and revenue decentralization in Croatia appears limited relative to its peers. At about 16 percent of general government spending, subnational government spending in Croatia is modest compared to other southeastern European countries and to the EU-28 average, and particularly low compared to the most decentralized countries in the EU. Croatia’s recovery since late 2014 has been moderate. Croatia’s recession lasted six years and was thus the longest among the new EU member states. Croatia’s structural and cyclical unemployment rates are very high, at about 11.5 percent and 5 percent respectively in 2015.
