This volume compiles and reprints the responses of 37 organizations to a series of questions issued by the House Committee on Agriculture in anticipation of debates concerning the Research Title of the 1995 Farm Bill due for updating and revision. The questions address some of the following topics: the role of the federal government in agricultural research, coordination and relations with other federal agencies, the suitability of various regulations and procedures, setting research priorities, integrating federal-state-industry research pools, effectiveness of coordinating and advisory boards, efficiency and accountability in administration of these federal funds, partnerships with other types of organizations, guidelines for use of federal funds, land grant universities' roles, fund allocation formulas, and regional research and extension cooperation. An ethnography of the development and travel of the New Zealand model of neoliberal welfare reform, this study explores the social life of policy, which is one of process, motion, and change. Different actors, including not only policy élites but also providers and recipients, engage with it in light of their own resources and knowledge. Drawing on two analytic frameworks of the contemporary anthropology of policy—translation and assemblage—Kingfisher situates policy as an artifact and architect of cultural meaning, as well as a site of power struggles. All points of engagement with policy are approached as sites of policy production that serve to transform it as well as reproduce it. As such, A Policy Travelogue provides an antidote to theorizations of policy as a-cultural, rational, and straightforwardly technical.

Based on rare, in-depth fieldwork among an undercover police investigative team working in a southern EU maritime state, Gregory Feldman examines how "taking action" against human smuggling rings requires the team to enter the "gray zone", a space where legal and policy prescriptions do not hold. Feldman asks how this seven-member team makes ethical judgments when they secretly investigate smugglers, traffickers, migrants, lawyers, shopkeepers, and many others. He asks readers to consider that gray zones create opportunities both to degrade subjects of investigations and to take unnecessary risks for them. Moving in either direction largely depends upon bureaucratic conditions and team members' willingness to see situations from a variety of perspectives. Feldman explores their personal experiences and daily work in order to crack open wider issues about sovereignty, action, ethics, and, ultimately, being human. Situated at the intersection of the EU migration apparatus and the global, clandestine networks it identifies as security threats, this book allows Feldman to outline an ethnographically-based theory of sovereign action.
